During an inspection looking at part of the service

We undertook a follow up focused inspection of Your Dentalcare Bexhill-on-Sea on 31 May 2022. This inspection was carried out to review in detail the actions taken by the registered provider to improve the quality of care and to confirm that the practice was now meeting legal requirements.

The inspection was led by a CQC inspector who was supported by a specialist dental adviser.

We undertook a focused inspection of Your Dentalcare Bexhill-on-Sea on 25 January 2022 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We found the registered provider was not providing safe and well led care and was in breach of regulations 12, Safe care and treatment and 17, Good governance of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. We found this practice was not providing safe care in accordance with the relevant regulations.

Background

The provider has two practices and this report is about Your Dentalcare Bexhill-on-Sea.

Your Dentalcare Bexhill-on-Sea is in Bexhill-on-Sea and provides NHS and private dental care and treatment for adults and children.

There is stepped access to the practice for people who use wheelchairs and those with pushchairs. Car parking spaces, including dedicated parking for people with disabilities, are available near the practice.

The dental team includes a dentist, a trainee dental nurse, a general practice manager for both practices and a practice manager. The practice has two treatment rooms. One of the treatment rooms is decommissioned.

During the inspection we spoke with the practice manager as the practice was closed to patients on the day of the inspection. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday to Friday 9am to 5pm

We identified regulations the provider was not meeting. They must:

  • Care and treatment must be provided in a safe way for service users

  • Systems or processes must be established and operated effectively to ensure compliance with the requirements of the fundamental standards as set out in the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014

During an inspection looking at part of the service

We carried out this unannounced focused inspection on 25 January 2022 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we always ask the following three questions:

• Is it safe?

• Is it effective?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

  • The practice appeared to be visibly clean, there were areas that require maintenance.
  • The provider had infection control procedures which did not wholly reflect published guidance.
  • We were not assured staff knew how to deal with emergencies as some had not completed training. Appropriate medicines and life-saving equipment were available.
  • The provider had some systems to help them manage risk to patients and staff. However, this required improvement.
  • The provider had safeguarding processes. We were not assured staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The provider had staff recruitment procedures which did not reflect current legislation.
  • The clinical staff provided patients’ care and treatment in line with current guidelines.
  • Staff treated patients with dignity and respect and took care to protect their privacy and personal information.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • The appointment system took account of patients’ needs.
  • Staff felt involved and supported and worked as a team.
  • The provider had information governance arrangements.

There were areas where the provider could make improvements. They should:

Implement audits for prescribing of antibiotic medicines taking into account the guidance provided by the Faculty of General Dental Practice.

During a routine inspection

On the day of the inspection we spoke with three patients, the dentist provider, one dental nurse, one associate dentist and the newly appointed practice manager. Patients told us that they had been fully involved in discussions with their dentist and other staff about the treatments available to them and any costs involved.

Patients felt that their privacy and dignity was respected by all staff who worked at the practice with appropriate time available for private consultation.

Patients we spoke with were pleased with the service and treatment they received. One patient told us, "You can always get an appointment in good time." Another patient said, "The staff are always friendly and helpful." We were also told, "Very good practice, the staff are kind and it always seems clean."

We found that people felt fully involved in their care and treatment. We saw records that confirmed that all aspects of treatment were consented to, and signed by both the patient and staff.

The surgeries were clean, hygienic with appropriate dental equipment. We saw that the service followed the procedures and policies for infection control.

We looked at training certificates that showed that staff received the necessary training and skill development to help them perform their role safely and well.

Patients were cared for by staff that were supported to deliver care and treatment safely and to a good standard.

The service had effective systems in place to identify, assess and manage risks to the health, safety and welfare of patients who used the service and others.
