During an inspection looking at part of the service

We conducted this follow up inspection to check that the standards identified as not being met at the scheduled inspection of November 2013 had been improved. The two standards not met were outcome 2, consent to care and treatment and outcome 14, supporting workers. The provider sent an action plan and contacted the inspector to say the training required was being completed.

We spoke with several people who used the service, the provider and two staff members on duty.

Staff had completed training in the Mental Capacity Act (2005) and the Deprivation of Liberty safeguards (DoL's) training. This meant people who used the service would have their rights protected if they lacked mental capacity.

There had also been training for safeguarding vulnerable adults and medication administration. This helped protect people who used the service from possible harm.

We spoke to the two staff members on duty who confirmed the training had been completed. We spoke with several people who used the service who told us they felt well looked after, safe, they were happy, staff were kind and they thought staff knew what they were doing.

During a routine inspection

We spoke with four people using the service. They told us, "Yes I am happy here". "They all know me and what I like". "I have been here a long time and I don't want to be anywhere else". "They are all very nice, they are all very good". People told us they were happy with the care and support they received. Comments included, 'It's a lovely place; I am very well looked after' and 'I like living here; I get on with everyone'. People told us they enjoyed the food. Comments included, "The food is very good with different choices" and "The food is very good; very tasty".

People's care records contained enough information to show how they were to be supported and cared for. People told us they were well looked after and they felt safe. The medication system was safe and people told us they received their medicines when they needed them, though some improvements are required in relation to the recording of medications received into the home.

We found that staff are not receiving appropriate professional development. Records did not show that staff had been provided with on-going training to enable them to develop.

We found that suitable arrangements were in place to manage an effective complaints process for identifying, receiving and handling complaints.

During a routine inspection

On the day of the inspection we met and spoke with the provider, the deputy manager and with care staff. We spoke with seven people that used the service.

All people expressed satisfaction with the service, one person said, "I'm perfectly happy, I think it is a very good home" and another person commented, "Everyone is so nice, they do everything they can to help you". One person told us, "I have settled in well and I enjoy the meals and all the company".

People's care was planned and delivered in accordance with their needs. People had individual care plans which were supported by a series of risk assessments and daily care records.

People spoken with said there was a sufficient number of staff on duty and made positive comments about the approach taken by staff.

We found there were effective systems in place to monitor and assess the quality of the service, which included gathering the views of people living in the home.

We found the home to be warm and inviting. People told us they felt safe in the home and felt respected by the staff. The provider told us that staffing levels were maintained to ensure that's people's needs were met.
