During a routine inspection

Our inspection was unannounced so no one knew we would be going there. Eight people lived at Holly Hall House on the day of our inspection. We spoke with six of the people who lived there, the manager and two members of staff to find out their views about the service provided. One person who lived there said, "I have lived here a long time. I like it here very much". Another person told us, "I like everything. My bedroom and the staff".

We saw that people were encouraged to do things for themselves which promoted their independence skills and self- esteem. One person said, 'It is nice here. I can go out when I want to.' We saw that people were supported to have regular health checks of their physical and mental health to promote their good health and ensure their wellbeing. One person who lived there told us, 'I go to see my consultant a few times a year and see the doctor when I need to.'

People had been provided with varied food and drink options to prevent malnutrition and dehydration. One person who lived there said, 'I like the food. We can have what we want to eat and drink'.

We saw that the premises were adequately maintained and were reasonably safe.

We determined that generally staffing levels were adequate to ensure that people's needs were met and that they were safe.

We found that complaints processes were not effective. They did not give assurance to the people who lived there that their complaints would be appropriately dealt with.

During a routine inspection

We carried out this inspection to check on the care and welfare of people. There were nine people living at the home on the day of the inspection. We spoke with two people, three relatives, two members of staff and the manager within the service.

People told us they were happy living at the home and that staff respected their dignity, privacy and independence. We saw that people were dressed appropriately in clothes of their choice and were able to leave the home as they wished. One person said, "I am able to spend time in my room and staff do knock before coming in".

One relative told us that their relative was much happier now they were living in the home. People told us that staff supported them when needed and the care they received was good. Records showed that care and treatment was person centred and took account of people's preferences.

Records showed that processes were in place to keep people safe. Staff were able to explain what abuse was and how to report abuse to keep people safe from harm.

Records showed that the provider had a process in place for the recruitment and selection of suitable staff to work with vulnerable adults. One person said, "I do feel safe living in the home".

We saw that the provider did regularly audits as part of service improvement and that people and relatives were able to comment on service quality. Systems were also in place for outside agencies to check the quality of services and safety of people.
