During a routine inspection

This was a scheduled inspection. We also looked at the outcomes the service was found to be non compliant with at the last inspection on 30 January 2013. Following the last inspection the provider sent us an action plan to say the service had taken action to address the compliance actions by May 2013.

We found the service had taken action to address the compliance actions made in the last inspection report. The service has liaised with the local authority regarding policies and procedures for the safeguarding of vulnerable adults as well as providing safeguarding training for staff.

Checks on the suitability of staff were carried out before staff started work.

We found staff had an induction when they started work and that there was a programme of training in subjects such as moving and handling and first aid.

We spoke to three people who received a service from PTS Southern Ltd. People told us they received a reliable service and that their transport was generally on time and that staff treated them politely. One person said, 'They are brilliant.' Another person, 'As far as I am concerned, they can do no wrong.' People said staff were polite, cheerful and helped in every way they could.

During a routine inspection

We spoke to four people who received a service from PTS Southern Ltd. We also spoke to two staff who provided transport for people. We also spoke to the service's manager and to an NHS manager with responsibility for coordinating the referral of people to the service.

People told us they received a generally reliable service for PTS Southern Ltd. Three people we spoke to said the service was reliable and that transport arrived on time. One person, however, said that for approximately half of their journeys the transport had arrived more than 30 minutes late and one occasion was two and half hours late. We saw the service carried out its own survey in 2012 when 89.1 % of people said the transport arrived on time.

The NHS manager we spoke to said PTS Southern Ltd provided 'a very good service.'

People told us the service's staff were always polite, helpful and kind.

We found the service carried out suitable checks on staff before they started work.

Staff received training in first aid. Not all staff were trained in moving and handling of people.

Staff were not fully aware of safeguarding of vulnerable adults procedures and the service did not have a procedure for this.

We saw the service worked with the NHS which commissions their service and that this included the handling of any complaints, which were investigated. A complaints procedure was not provided to people
