During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service, because some of the people using the service had complex needs which meant they were not able to tell us their experiences.

One family member told us "my daughter gets on really well with all the staff. They have a laugh and a joke together" and another said "I am very pleased with the service they provide - it is very intimate and personal. The staff are very good and know exactly how to support my daughter and meet her needs".

During our inspection we saw several people being supported by staff to access the community including one person who attended a health appointment and another person who went shopping. Observation during the inspection showed staff supporting people to make their own choices about what they had for lunch.

People using the service were allowed to decorate their rooms to their taste and had pictures and photos on the walls. All the rooms that we saw had personal belongings on show.

Care plans were person centred and documented people's wishes in relation to how their care was provided. Staff members understood how people expressed their needs and wishes about how they wanted to be supported with their care. Staff knew exactly how each person communicated which meant people's wishes were understood and respected.

During a routine inspection

We visited the agency's office to look at staff files and care records on 30 January 2013. We visited three people who shared a house and received support from the agency. We spoke with three members of staff and all three people. We also looked at their care plans.

People's rights and independence was respected and they were able to comment on the service provision. Staff spoke to people politely and ensured that they were happy with decisions made. Individuals were able to maintain their hobbies and interests and choose how they spent their day.

Care plans lead from an assessment of need and were person centred. The plans included acceptable risks that people took to maintain their independence. Regular reviews of care provided were carried out and individuals were involved in this process.

People were protected from harm by safeguarding procedures in the home and alerts were made when needed.

Staff had been recruited in a safe manner, with all relevant checks being carried out prior to them starting work.

Staff had received training to enable them to carry out their role and were supervised to ensure they were competent.

Records were kept securely and were up to date and accurate.
