During a routine inspection

We spoke with three people and two peoples' relatives. At the time of our visit 17 people received a service from Quality + Homecare Solutions.

We spoke to three people about consent. One person told us, "They always ask for permission". Another person told us, "They listen to what I ask for. They won't do anything without asking me first".

We spoke to people about the care they and their relative's received. One person told us, 'I'm happy with them. It's a really good and friendly service'. A relative told us, 'we're very pleased with them. It gives us all peace of mind'.

Appropriate arrangements were in place in relation to the recording of medicine administration. Care workers told us they had read and had a copy of the provider's medication policy and the joint working protocol. Care workers stated the importance of medication administration and told us they were confident in assisting people with their medication.

Appropriate checks were undertaken before staff began work.

People who used the service, their representatives and staff were asked for their views about their care and treatment. The provider conducted spot checks to monitor the performance of their care workers.

During a routine inspection

When we arrived we were met by the manager who was also a director of the company. She told us that because of planning delays the service had only been operating for the last four months. At the time of our visit there were 12 people using the service.

We looked at how people who used the service and their relatives were involved in the management of their care and found that care workers ensured that people were always given the opportunity to guide the process.

We looked at how the care and welfare of people who used the service was planned and managed, and how they felt about the quality of care they were being provided with. We found that people and their relatives were happy with the quality of care and that an effective care planning process was in place.

The provider had ensured that staff had received proper safeguarding training, were able to identify different types of abuse, and felt comfortable in reporting any incidents of abuse

Staff had received a proper induction and undertaken core training. A proper system of supervision and appraisals was not yet in place.

The systems for monitoring the quality of service provision were being developed as a result of the newness of the service.
