During a routine inspection

During this inspection, we gathered evidence against the outcomes we inspected to help answer our five key questions; Is the service safe? Is the service effective? Is the service caring? Is the service responsive? Is the service well led?

Below is a summary of what we found. The detailed evidence supporting our summary can be read in our full report.

Is the service safe?

We saw there were sufficient numbers of experienced and competent staff on duty to safely meet people's personal and healthcare needs. We found that risk assessments identified individual risks to people's health, safety or welfare and were acted upon. The staff received appropriate training to ensure they had the skills and knowledge to meet people's needs.

We found that the home had been appropriately maintained. We saw that people were cared for in a homely environment that was kept clean and hygienic. This meant that people were supported and cared for in a safe environment.

Is the service effective?

Effective systems were in place to monitor the management of the service. We saw that people's care plans and risk assessments were regularly reviewed and updated as and when their needs changed. Staff were able to tell us about people's individual needs and how they supported them on a daily basis as well as long term. This meant that because staff had a good knowledge of each person's care needs and preferences they were able to provide effective care.

Is the service caring?

We saw that staff treated people with kindness and ensured their dignity and right to privacy was respected. The two staff we met with interacted well with the four people in residence. One person said about the staff, 'They are all friendly and I get on well with them. I am happy here' We saw there was a good rapport between the staff and the people they supported.

Is the service responsive?

We saw that meetings took place with people using the service to listen to their views. We saw that people's health was closely monitored and appropriate action was taken in seeking the advice, guidance, and appropriate attention of health and social care professionals.

Is the service well-led?

Since our inspection on 6 November 2013 the registered manager had left Brampton View. The new manager in post was advised that an application to register with the Care Quality Commission (CQC) was required.

We saw that the manager was very approachable and the two staff we spoke with said they received the managerial support they needed to do their jobs effectively.

During a routine inspection

We spoke with one person who used the service and they told us that they enjoyed living at Brampton View. They told us that they got to do things they enjoyed, like going to the cinema and told us that staff had supported them to visit the dentist. During the course of our inspection visit we observed one person who was unable to verbally communicate with us. We found that this person appeared to be settled and relaxed and throughout the day was seen to be smiling and clapping. This gave us an indication that the person was happy.

We found that people were not always supported to participate in activities they enjoyed and the premises were not adequately cleaned or maintained. We found that appropriate arrangements were in place to obtain and record consent, and complaints were responded to appropriately.

During an inspection looking at part of the service

We carried out a compliance review for Brampton View Care home in July 2012, which had raised concerns that the provider was not meeting regulations in relation to the essential standards of supporting workers and requirements relating to workers.

During this follow-up visit, we looked at the actions the provider had taken to meet compliance with the regulations. We looked at records of staff recruitment, training and supervision and we spoke with two staff on duty. The staff we spoke with told us they were supported by the management and enjoyed working at the home.

We found that staff recruitment records showed that relevant checks had been carried out prior to staff taking up post. We found that staff received appropriate training to meet the needs of the people who used the service. The staff we spoke with told us they received training, which had provided them with the knowledge and skills to meet the needs of people who used the service.

We looked at records of staff supervision meetings with management, which showed that staff training was discussed during the meetings.

During a routine inspection

At the time of the Inspection visit there were three people living at the home. We spoke with all the people who used the service.

Two people we spoke with told us verbally that they liked living at the home. One person used facial expressions and body language to tell us that they also liked living at the home. The people told us that they choose the menus with staff, and they had two choices at meal times. They said they liked the staff because they took them out. Two people told us that they had a care plan and they had signed them. One person told us that "I am happy' and they helped staff with cooking.

We observed all the people interacted positively with staff and the staff spoke to people in a kind, positive and dignified manner. All the staff received an induction at the home and most staff had attended training to help them meet people's needs.

There were annual surveys, house meetings, people's review meetings and key worker sessions put in place to give people using the service the opportunity to feedback on the service provided. This was also supported by regular visits from the independent advocate.
