During an inspection looking at part of the service

During the inspection there was one person living at The Pebbles. We spoke with the individual and the acting manager and support worker supporting the person.

We were informed that the home would be closing on 1 November 2013. The acting manager told us that they were making sure there was a transition plan in place for the individual.

During the visit the person appeared relaxed, and they were engaged in doing some drawing. They communicated freely with staff and briefly with us.

The provider had taken steps to provide care in an environment that was suitably designed and adequately maintained.

During an inspection looking at part of the service

During the inspection there was one person living at The Pebbles. We inspected the home over two visits. This was because the individual who lived there had complex behavioural needs and wanted to go out at the first inspection. The purpose of the inspection was to follow up on the compliance action issued at the last inspection. In addition to this we also inspected the safety and suitability of the premises.

During the visits the person appeared relaxed and happily communicated with staff and us.

We found that the individual's best interests were taken into account in any decision making by others and that body maps were fully completed, reviewed and closely monitored.

We identified shortfalls in the safety and suitability of the kitchen, two of the bedrooms and bathrooms and the exterior of the building.

During a routine inspection

During the inspection there was one person living at The Pebbles. We inspected the home over two days as the individual who lived there had complex behavioural needs.

We used a number of different methods to help us understand the experiences of the individual who used the service. This was because they were unable to tell us about themselves. We spoke with the individual, two staff, the manager and the individual's parent.

The person appeared relaxed and communicated with staff and happily showed us their bedroom. They chose how and where to spend their time and accessed the community with two staff members.

The relative told us that 'On the whole we are very happy with care provided by (the manager) and the immediate team'.

The person and their relatives were involved in decision making and the development of the individual's care and risk management plans.

Overall, the individual experienced care, treatment and support that met their needs. However, restrictions were not always assessed and body maps were not reviewed and followed up.

Staff were recruited safely and there were systems in place to monitor and assess the quality of the service.
