During an inspection looking at part of the service

We carried out this inspection to follow up on compliance actions made at our previous inspection in August 2012. On that occasion we found issues of concern about the providers safeguarding processes, medication recording, staff support and record keeping.

At the time of our inspection on 24 and 28 January 2013, Welcome Care Limited employed twelve care workers who provided care and support to approximately twenty eight people living in their own homes.

We spoke to the provider and manager of the service. On this occasion we did not speak with anyone who received a service from Welcome Care. We confined our inspection to examining staff records and care plans and other records pertaining to individuals who used the service.

We found people who use the service were protected from the risk of abuse, because the provider had taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

People were protected against the risks associated with medicines because the provider had appropriate arrangements in place to manage medicines.

People were cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard.

People were protected from the risks of unsafe or inappropriate care and treatment.

The provider did not have an effective system in place to identify, assess and manage risks to the health, safety and welfare of people using the service and others.

During a routine inspection

At the time of our inspection on 6 and 7 August 2012, Welcome Care Limited was providing care and support to approximately thirty people living in their own homes. We visited four people in their own homes and spoke to another person on the telephone to discuss their experiences of the services they received.

We spoke with five of the twelve members of staff including the manager about what it was like to work for Welcome Care Limited. They told us they felt suitably skilled to support people in their own homes.

Most people we spoke to who received a service from the agency were happy with the support they were given. One person said there were occasional issues, but that these were minor and did not adversely impact on the care they received.

People commented that care workers were polite and respectful, and that they had regular carers who they knew. One individual we spoke with told us 'I can't fault them in anyway'. People we spoke to were confident that staff were suitably skilled to support them. For instance one individual who requires equipment to support them told us 'they know what they are doing and I feel safe when they are helping me'.
