We checked that people who use this service

  • Are safe and their health and welfare needs are met by sufficient numbers of appropriate staff.

How this check was done

We looked at the personal care or treatment records of people who use the service, reviewed information sent to us by other organisations, carried out a visit on 31 October 2012 and checked how people were cared for at each stage of their treatment and care. We talked with people who use the service, talked with carers and / or family members, talked with staff and talked with stakeholders.

Our judgement

There were enough staff on duty. They were not all experienced, skilled or supervised to ensure they were able to meet people's needs.

Reasons for our judgement

People we spoke with told us they were generally very happy with the consistency and approach of the staff who support them. We looked at staffing records and the log of care provided, and saw that on most occasions people were supported by the same staff or small group of staff.

People we spoke with about staff made comments which included, "They are glorious" and "Some are alright, some are not." We read two comment cards from people who had previously used the service. They said, "We have 100% trust and respect for the staff" and "(My relative) was very pleased with the night care she received."

We looked at the staffing records. These showed that staff were given the full contracted time to complete each visit, and time to travel to the next person.

We looked at the records about staff training. We found that plans were in place to improve the training for staff. The staffing record we were given did not show that all staff had been provided with either basic care skills or the specific skills and knowledge needed to care for people. We found that only two people had received training in use of a hoist. This was in 2010. Only eight staff had received first aid training, and seven staff had received food hygiene training. However staff told us, "I have lots of opportunities to build up my knowledge" and "There are lots of courses to go on." Some people we tracked had specific care needs, including mental ill health. The records we were shown did not evidence that staff supporting people with specific health needs such as mental ill health had been provided with any specialist knowledge.

We looked at the records about staff supervisions and the records of unannounced checks that the agency did for each staff member. Only one of the four staff had received regular supervisions and checks on their work. For one staff member no supervision or check had been made since June 2011. One recent starter had no supervisions on file for the eight months they had worked in the company. The provider may find it useful to note that lack of these supervisions and spot checks could mean the registered provider is not certain staff performance is meeting the needs of people.
