During a routine inspection

We spoke with two people who use the service, and the relatives of a further two people. Feedback about Horizons was generally very positive. People told us they were treated kindly and with respect by the staff who come to their home. Their comments included, "The staff are always friendly and respectful."

People told us they were supported to be as independent as possible, but that the care and support they received was good. One person told us," They are pretty good. They always do what I ask, and ask what I would like while they are with me." We found that the records about the care people needed were not detailed. Specific needs people had included managing a catheter and the risk of sore skin.None of these were included in the person's care plan.

People told us they felt safe with the staff who came to their home. They told us they did not feel frightened for their own safety or about their belongings. We did not find that the agency had always reported and responded to allegations of abuse as they should have.

People spoke warmly about the staff who supported them. We found the checks made on staff before they started work were robust and that staff received some training, including NVQ.

Horizons had some systems to monitor the quality of the service provided. We found these were not entirely effective, but were supported by the in-depth knowledge held about the people using the service by the registered manager and registered provider.
