During a check to make sure that the improvements required had been made

Following our inspection of 18 Aqueduct Road on 16th September 2013 we asked the provider to take steps to ensure that a shortfall in safeguarding was put right. This was because one person's liberty was restricted and there was no evidence of a Deprivation Of Liberty Safeguard (DOLS) in place. A DOLS assessment is carried out by an independent person where a vulnerable adult has restrictions placed on them for safety reasons. They assess whether such any restrictions are justified.

The provider responded with an action plan and confirmation that a DOLS assessment had subsequently taken place. They sent us written evidence that a DOLS assessment had been completed. This included the judgement that the service user was not being deprived of their liberty. This showed they had become compliant in respect of this outcome.

During a routine inspection

We visited unannounced and met three staff, the manager and the two people who lived at the home. One person who lived at the home was there throughout our visit. They were happy to show us their room and indicated they were happy with their environment and the staff who supported them. They played pool, listened to music and spent time with us, showing an interest in what we were doing in their home. The other person who lived at the home arrived later. They were not concerned at our presence but interacted with staff and got on with aspects of their lives that they considered more important to them.

We later spoke with a representative of one of the people who lived at the home. They felt that people in the home were well supported, safe and enabled to take part in activities in the wider community. They felt people had made progress with the support of the service. "A consistent aproach", "People going out regularly" and "People are well supported" were some of the comments they made to us.

We felt the home was a positive environment but that the padlocked gate and fence at the front of the home could be improved.

One person did not have a Deprivation of Liberty Safeguard which would help to ensure their liberty was not unduly restricted.

During a routine inspection

We visited the home without letting anyone know in advance. There were three members of staff on duty to support the two people who lived at the home.

We spoke with two members of staff and interacted with the two people who lived at the home. Both people who lived at the home were lively and cheerful. One person was able to respond with 'thumbs up' and a few brief words indicating they were satisfied with the support they were getting.

People living at the home indicated by their demeanour that they were comfortable and content at the home.

After our visit we spoke by phone with the family of one person who lived at the home. They said they were happy with the service. We also spoke with the manager, who told us they planned to do more to increase the variety of activities available to people.
