During a routine inspection

We spoke with four people and/or their representatives who received care from Penwith Care Ltd. People told us they were happy with the care provided by the agency. They said the agency were consistent with staff sent to provide care, they were generally good timekeepers and were kind and respectful in the way they provided care. One person told us, 'I couldn't praise them enough. They really are like family to me now and I couldn't manage without them'.

People told us and we saw evidence of pre-care assessments including risk assessments of peoples' needs to ensure the agency could provide the required level of care. The care plans we reviewed were sufficiently detailed to direct and inform staff about how care was to be provided. We saw evidence of regular reviews of care plans to ensure the care provided took account of any changes that had occurred.

People were protected from abuse or the risk of abuse, and their human rights were respected and upheld.

The agency had effective recruitment and selection procedures in place. Staff were supported to deliver care and treatment safely and to an appropriate standard.

People were protected against the risk of inappropriate or unsafe care and treatment because the provider had effective systems in place which assessed and monitored the quality of services provided by the agency.

During a routine inspection

People told us the staff that visit them were usually good timekeepers, that it was usually the same carers, and they were positive about the carers themselves saying that they had no complaint about them as individuals or the care provided. They said they had confidence in the agency.

Comments found on a local media website at http://www.thisiscornwall.co.uk/care-homes/penwith-care/business-15088093-detail/business.html included: 'Penwith Care provides excellent personal care. The communication and consistency of care has made all the difference. This is how care for the elderly should be'.

Comments received directly from people that used the service included 'No complaints, I am very content and cannot find fault with anything', and 'all polite, caring and helpful'.

People's privacy, dignity and independence was respected.

People experienced care, treatment and support that met their needs and protected their rights.

People who used the service were not protected from the risk of abuse, because the provider had not taken reasonable steps to identify the possibility of abuse and prevent abuse from happening.

People were not protected by a robust recruitment procedure, and staff were not supported to deliver care and treatment safely and to an appropriate standard.
