During a routine inspection

A single inspector carried out this inspection. The focus of the inspection was to answer five key questions; is the service safe, effective, caring, responsive and well-led?

Below is a summary of what we found. The summary describes what people using the service, their relatives and the staff told us, what we observed and the records we looked at.

This is a summary of what we found:

Is the service safe?

People had been cared for in an environment that was safe, clean and hygienic. The environment at the home had been well maintained and serviced regularly. People told us ''The staff will do anything for us.'' and there was the opportunity for people living at the home and others to express their views and opinions of the service.

CQC monitors the operation of the Deprivation of Liberty Safeguards which applies to care homes. While no applications have needed to be submitted, proper policies and procedures were in place. Relevant staff had been trained to understand when an application should be made, and how to submit one.

A member of the management team was available on call in case of emergencies.

Is the service effective?

People had access to a range of healthcare professionals some of which visited the home and were referred correctly to the appropriate professionals when their needs changed

People who we spoke to who lived at the home relatives and others told us that they were happy with the care provided and felt the needs of the people who lived there had been met. It was clear from what we saw and from speaking with staff that they knew the people living there well.

Is the service caring?

People were supported by staff who were kind and respectful and we saw evidence of this during the inspection. An example was explaining to people what they were going to do and working at the pace of the individual. One person told us that they were always kept informed about their relatives care. Another person told us that ''The staff are very good.''

Is the service responsive?

Before moving in to the home the manager or a senior member of staff visited with the individual to determine if they could meet their needs and respond to their health needs and preferences for their everyday lives such as taking a nap and sleeping with a light on. We saw that people were appropriately referred to relevant health professionals when their needs had changed.

Is the service well-led?

The home had a registered manager in post which indicates that the person is of good character, is physically and mentally fit and has the necessary qualifications, skills and experience.

Staff had a good understanding of the ethos of the home and quality assurance processes were in place. People were asked for their feedback on the service and staff told us that they felt well supported to deliver good care.

During a routine inspection

During our inspection we spoke with six people living at Pelham Grove and two visitors. All of the people who we asked told us that they were happy with their care and support and they thought they were well looked after. The comments we heard included: 'Staff take time to get to know people's personalities and their own little ways. I have no concerns about the way my relative is treated here'; "It's good here'; 'The staff are great' and 'The home is kept clean.'

We observed care within the lounge and dining room and we saw that people were cared for in a calm, respectful and supportive manner. Staff members asked people for their permission before carrying out care tasks.

We looked at the systems in place for ordering, storing, administering and destroying medicines. We had some concerns about the way that some medicines were being administered. Following our inspection we received confirmation from the manager that these issues had been rectified.

We found that there was an effective recruitment procedure in place to ensure that appropriate people were recruited to work within the home.

The people who we asked told us they were not clear about how they should make a complaint but they also told us that they had no need to complain. There was an effective complaints procedure in place and we saw that complaints were dealt with in line with the company policy.

During a routine inspection

During our visit we spoke with five people who used the service. They told us that care staff were respectful towards them and protected their privacy and dignity. They told us that they had been offered choices about their daily routines and had been offered different menu choices. People we spoke to said that the staff were approachable and helpful. One person told us that the 'staff are kind'. One person said that 'the girls are very good they come when they have time'

We spoke to the family of one resident who said that the staff were very friendly and felt that they would feel happy to approach them if they had any concerns.

People said that they felt safe in the home. A relative said that they had no concerns about the home and that staff were respectful to their relative. They told us that they would know how to report any concerns or issues.

People we spoke with were happy with the care and support they received Individuals felt that they had a rapport with the staff although one resident reported that they had waited 15 minutes for a carer. One person we spoke with told us that they felt safe and the 'staff are kind'.
