During a check to make sure that the improvements required had been made

Before people had been consulted about how they wanted to receive their medicines, and had developed with staff a medication administration care plan that showed their choice and preferences. When we visited people who use services we saw their medication administration plan had not been implemented. The provider has taken steps to ensure people's care plans are followed and their choices of medication adminstration is respected, and people are given their medicines safety and correctly. In addition the provider has taken steps to ensure the staff that help people with their medicines are competent, and provided staff with protective clothing to ensure cleanliness and high standards.

During a routine inspection

We inspected four outcome areas during our visit. We inspected: care and welfare, safeguarding people who uses services from abuse, management of medicines, and staffing. We found three outcome areas were compliant except for- management of medicines. This was because the provider had not ensured people rights and choices were taken account of when administrating medicines.

We looked at the care plans and records of two people who lived at Orchard Court. We were unable to speak with many of the people who used services due to their disabilities and health conditions. We did speak with one service user who told us she was happy at the home. We spent time observing people at the home and their interactions with staff. The service has a keypad entry systems in and around the premises to keep people safe. One person with capacity told us they had been given the keypad number and were able to move freely around the home. We saw people's medicines were held in their bedrooms in a locked metal cupboard and could only be opened by staff administrating medicines. This meant medicines were kept safely. We saw from our observations and staff training records there were sufficient numbers of staff with the right skills knowledge and experience, to look after people who lived at Orchard Court safely.

During a routine inspection

Some people living at Orchard Court had limited communication and were unable to answer direct questions about some of the essential standards we reviewed. We did speak with people in a general way and asked some questions. We spoke with one person and they told us that staff were good and their house was nicely decorated.

We observed care and support being provided throughout our visit, staff showed a good understanding of people's needs, they were aware of their individual likes and dislikes and they treated people with respect.
