During an inspection looking at part of the service

We found that people were asked for their consent before treatment was delivered. Although not all care plans contained written consent forms people we spoke with assured us that they had been asked for permission before care had been delivered. One person with whom we spoke said, 'The girls always tell me what they are going to do and make sure that I am happy for them to start.'

Care and treatment was delivered in a way that promoted people's wellbeing. The service kept accurate records of people's care needs and of the care that had been delivered to people. One person we spoke with said, 'The staff are just excellent, they do everything I ask them to do and they are so pleasant.' Risk assessments had been carried out to protect people from the risk of harm.

The provider had carried out the required checks when recruiting staff. This had ensured that people were cared for by staff who were fit to provide the care people needed.

Staff had been supported by a programme of regular supervision and appraisal. They had received appropriate training which had allowed them to carry out the work expected of them.

Complaints were dealt with according to the laid down procedure and the provider supported people to complain should they have felt the need to do so.

During a routine inspection

People told us that they felt fully involved in making decisions about their care. We saw evidence in care plans that people had signed the plan and staff told us that they used the plans to support them delivering the care needed. One person told us the staff were 'Absolutely brilliant.'

We spoke with five of the seven people and to one relative of a person who used the service. They all told us they were happy with the services received, felt safe, and that the staff were 'wonderful.'

We spoke with two of the nine staff who told us that they had received full induction training before they started their jobs which included moving and handling, and Safeguarding Vulnerable Adults (SOVA). They said they were kept up to date with people's needs so they felt confident when visiting people in their own homes, even for the first time.

We noted that the service has only been in operation since October 2012 and so annual surveys were not available during our inspection. However, there were systems in place to gather and act on feedback to improve services. This included spot checks of staff practices as well as routine reviews with people who used the service.
