During an inspection looking at part of the service

The purpose of this inspection was to follow up on a compliance action we issued at the previous inspection. This related to the provider not recording their quality assurance monitoring and auditing. The provider wrote to us and told us they would have systems in place to record their quality assurance by 15 July 2013. Because this related to the provider documenting their quality assurance system we did not speak to any people during this visit.

At this inspection the provider showed us evidence they were recording their monitoring of the service provided to people. Records were in place of the weekly quality review meetings. The provider also told us about their plans to send out quality surveys to people and their relatives/representatives in the near future asking for their views on the service.

During a routine inspection

We were not able to speak with all people who used the service because of their complex needs. We spoke with four people and two relatives. All said they were happy with the standard of care and had no complaints about the service. One relative told us they were very grateful to the home as they looked after them as well as their relative by providing them with meals and food to take home as they now lived alone. Both relatives felt the service looked after their relatives well and there were no restrictions on visiting and they stayed as long as they wished.

We followed up a compliance action we issued at the last inspection in relation to people's care records and this had been addressed. The registered manager told us about the new computerised care planning format they were looking to implement shortly.

We found people were having their needs met and care staff demonstrated good knowledge of their needs.

A complaints policy and procedure was in place that listed how formal and informal complaints would have been managed.

There was no documented evidence in place for monitoring and auditing of the service. However, the provider explained that he and other members of the management team were at the home daily and they monitored the service provision.

During a routine inspection

We used a number of different methods to help us understand the experiences of people using the service, because the majority of people using the service had complex needs which meant not all of them were able tell us their experiences. We spoke to the relative of one person who said they were very happy with the standard of care. We spoke to three people who all said they were happy living at the home and had no complaints. They all felt the staff were very good at looking after them.

We examined the care of one person in detail and examined the care records of some other people. We found their care records were not always personalised to their individual needs. Some people did not have care plans in place for all their assessed needs.

People told us they were happy with the cleanliness of the home.

During an inspection in response to concerns

We received information about the recruitment of staff at Summerfield Nursing Home. The individual,who wished to remain anonymous, alleged that staff had been recruited by the home without Criminal Record Bureau checks. These must be obtained as part of the recruitment process as well confirmation from the Independent Safeguarding Authority (ISA) that the perspective employee has not been barred from working with vulnerable adults.

We did not speak to individuals living at the home as part of this responsive review.
