During a routine inspection
People,including the relative of one person,said that they were involved in decisions about their care. We found people's views and experiences were taken into account in the way the service was provided and delivered in relation to their care.
The person who used the service said that the care that they received met their needs. They told us, 'I am very happy with how my carer helps me.' However, we found that care and treatment was not planned and delivered in a way that was intended to ensure people's safety and welfare.
The person who used the service told us that they felt safe with the care worker that supported them. However, we found that the person had not been protected from the risk of abuse, because the provider had failed to take undertake checks to ensure that the care worker was safe to provide personal care. The provider had also failed to take reasonable steps to ensure that staff had enough knowledge to take action should they become aware of or identify the possibility of abuse or need to prevent abuse from happening.
We found that the person using the service had not been cared for by staff that had been suitably recruited.
The person that used the service and their relative was complimentary about the care worker that provided the service. A relative told us, 'Everything is going well and I have nothing negative to say about the service.' However, we found that the provider did not have an effective system to regularly assess and monitor the quality of service that people received. The provider did not have an effective system in place to identify, assess and manage risks to the health, safety and welfare of people who use the service and others.
