During an inspection looking at part of the service

We inspected the service on 17 October and 23 October 2012 to follow up on some actions we had asked the provider to take in response to our previous inspections in August and September 2012. At this visit we found people's needs were not always reviewed and assessed in line with changes in their condition and care was not always planned and delivered in a way that met their needs. There continued to be significant gaps in staff training in areas the provider considered to be mandatory. Quality monitoring checks did not appropriately identify issues or take action to resolve problems, and care records and staff rotas were not accurate and fit for purpose or stored securely in all cases. There was not a sufficient number of skilled and experienced staff on duty in the home.

During a routine inspection

We spoke with nine people or their relatives when we inspected the home on 29 and 31

August 2012. People had some very different experiences at the home: for example some

people found the food good and others told us there was not enough to eat and the quality

of the food had deteriorated in 2012. Most people we spoke with told us there were not

enough staff at the home and that their call bells were not always working.

We also used the Short Observational Framework for Inspection (SOFI). SOFI is a specific

way of observing care to help us understand the experience of people who could not talk

with us. We observed a mixed picture of care in the home. Some positive interactions

between staff and people using the service were observed on the dementia unit, and staff

addressed people by their name. On another unit we observed staff talking over some of

the people using the service, about another resident in the home.
