During a routine inspection

Belle Personal Care was a small domiciliary agency that provided end of life care, palliative care and care to people diagnosed with dementia and other degenerative illnesses. Packages of care were currently provided to six people with the majority commissioned by Bristol Clinical Commissioning Group.

We visited the agency's office and spoke with the management team that consisted of the registered manager, the human resources manager and the care manager. We spoke with two care staff, and two local authority contracts officers, to ask them their views about working for, and with, the agency. We spoke with two family members by telephone to ask them for their views about the care provided for their relatives. Comments received from all those spoken with were positive.

Care documentation guided staff about how people should be supported safely with their assessed needs. Risk assessments had been completed to ensure staff knew how to support people through safe methods.

There were enough qualified, skilled and experienced staff to meet people's needs. Staff spoken with demonstrated a good understanding of how to recognise abuse so that people using the service were protected from harm. The provider had responded to any allegations of abuse appropriately.

There were systems in place to monitor the quality of the service included seeking the views of the people who used the agency.

During a routine inspection

We visited two people who used the agency, and a relative, in their home and contacted two other people by telephone to find out people's views about their care and support. We were told 'I have used different agencies and can say that this agency is really responsive to what I say' and 'I like that the agency is small, that they are good at building up relationships and they are so lovely'.

We visited the agency's office and spoke with the interim manager and the provider who was in the process of applying to be the registered manager with the Care Quality Commission. We spoke with the human resources manager and two support staff.

Care documentation guided staff about how people should be supported safely with their assessed needs. Individual care plans were personalised and reflected information about the delivery of people's care. Risk assessments had been completed to ensure staff knew how to support people through safe methods.

Appropriate recruitment checks had been undertaken before staff began working for the agency. Staff had received appropriate training and supervision to support them in their role. Staff we spoke with knew what to do if they saw or suspected any abuse.

There were systems in place to monitor the quality of the service included seeking the views of the people who used the agency. People's complaints had been fully investigated and resolved.

Records relevant to the management of the services had been maintained and were accurate.
