Meeting this standard

We checked that people who use this service

  • Are safe and their health and welfare needs are met by staff who are fit, appropriately qualified and are physically and mentally able to do their job.

How this check was done

We looked at the personal care or treatment records of people who use the service, carried out a visit on 19 September 2013 and 23 September 2013, checked how people were cared for at each stage of their treatment and care and talked with people who use the service. We talked with carers and / or family members and talked with staff.

Our judgement

People were cared for, or supported by, suitably qualified, skilled and experienced staff.

Reasons for our judgement

We checked staff files of five care staff out of 46 employed at Bluebird Care South Tyneside at the time of the inspection. We found staff had been employed safely and effectively and in line with current employment legislation.

The Manager told us that the agency’s policies and procedures for the recruitment of staff were followed for every post that had been recruited to. A checklist on each file was used to ensure that every step of the process had been followed appropriately.

We found each file had application forms with no unexplained gaps in employment. Criminal Records Bureau (CRB) checks had been obtained and there were two references and personal identification checks had been undertaken. Health declarations had been completed. Contracts and job descriptions were on file. These had been dated and signed by the employee and the provider.

The examination of the staffing files and discussions with the Manager and care workers indicated that a safe and methodical recruitment process was in place.
