During a routine inspection

We could not speak with the people who used the service due to their complex needs. We were not able to communicate with their family members because of the personal circumstances of the individuals who used the service. To help us understand people's experience of the service we spoke with the registered manager, two members of staff, the people's social worker and their Independent Mental Capacity Advocate (IMCA).

The social worker told us he found the people who used the service got on well with staff and were 'happy and settled.' The social worker told us; 'The staff are good. Support is good.' He said; 'People Matters is good at standing up for the rights of people. Advocates are always involved.' The social worker said that People Matters have employed some support workers who can speak in the people's first language.

The people's IMCA said; 'People Matters are quick to involve advocacy to get independent support for people. The service has made an effort to employ staff who speak Punjabi.' The IMCA told us; 'Staff are sensitive to their needs. They listen. They provide a good service.' The IMCA commented; 'I have found the organisation to be an open organisation.'

We found staff were open and honest in their communication with us. Although we found people's care needs were being met, there was a risk to this because records were not appropriately maintained and there was a lack of effective systems in place to monitor and assess the quality of the service.
