During a routine inspection

Since our last visit of 14 December 2012, improvements had been made regarding the standard and quality of people's care records. Staff had improved guidance to ensure that people who used the service received safe and appropriate individualised personal and social care and support.

To maintain and promote people's health and well being, they were supported to access a range of healthcare services and social activities, which took place in and out of the home.

People who used the service had no concerns about how they were being treated and looked after. They said that they were treated well and enjoyed taking part in the social activities.

Staff were knowledgeable about their roles and responsibilities regarding safeguarding vulnerable people from abuse, including financial abuse. Staff were also clear about their roles and responsibilities in whistle blowing procedures.

Work was in progress to continue to improve the external premises of the home. Checking and recording systems were in place to ensure that the home was a safe place to live, work and visit.

Improvements had been made regarding the standard and quality of care and financial records. Records were held in a secure way.

During an inspection in response to concerns

This report is based on a visit that was carried out as part of a co-ordinated responsive inspection.

People expressed their views and were involved in making decisions about their care and treatment. We spoke with people who told us that staff members included them in making decisions.

Care and support was provided in a way that ensured people's safety and welfare. However, care was not planned adequately to provide staff members with guidance about every person's needs. We found that people were encouraged and supported to participate in activities in the home and in the wider community. People had been involved in their care planning and agreed with the care that was provided.

There were systems in place to make sure people were safeguarded, although these were not all recent. Staff members had received training and confirmed how they would report possible abuse. People's financial records were correct, although some incorrect entries continued. Restraint was not used by staff at the home.

Staff rotas and training information showed there were enough qualified, skilled and experienced staff available to meet people's needs. People using the service and staff members said there were enough staff available to meet their needs.

People who used the service were asked their views about their care. The service was adequately monitored and audits identified where issues had occurred.

During a routine inspection

People that were spoken with said that their right to give consent to their support and care was valued. This included support with their prescribed medication and personal care.

People told us that they enjoyed the social activities, including trips out and playing indoor board games.

If people were not happy about something, they told us that they knew who to speak with, including advocacy and safeguarding agencies.

People said that they liked their rooms. They also said that they were given opportunities to make suggestions to improve the maintenance and presentation of these and other areas of their home.

All of the people that were spoken with said that they liked the staff. This was because they were kind and caring.

During a routine inspection

People told us they enjoyed the support they received from staff and had been included in many aspects of their care arrangements and the planning of their support. One person said, "The staff are alright and I know them all. I like the manager and I feel that they all treat me with respect". People told us that they had chosen to participate in various community based interests and activities and that they had made choices about where they wanted to go for their holidays.

One person said, 'I like living here and want to stay here. The staff help me and it is very good". Another person said, 'I would like to have a shower fitted in my room. I think there is enough room for it'.
