During an inspection looking at part of the service

People were positive about the service and happy with the care that was given. They felt that their needs and the needs of their family member had been met. We found that people's needs were met and treatment was planned and delivered appropriately. Some comments included 'I'm very happy. They come around when I want them to. It's wonderful.' and 'I'm really pleased at the moment.

We found that people were not protected against the risks associated with medicines because the provider had appropriate arrangements in place to manage medicines.

We found that people were cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard.

Carers were positive about their roles and felt supported. Some comments included 'I like working here. I feel supported and see the manager everyday. I'm happy with everything.'

We found that the provider had an effective system to regularly assess and monitor the quality of service that people receive.

We found that people were not protected from the risks of unsafe or inappropriate care and treatment because people's personal records including medical records were not accurate and fit for purpose.

During a routine inspection

We contacted eight people by telephone to discuss the service they received from the agency. Where people were unable to speak to us we spoke with their representatives. People told us they were very satisfied with the care and support they were receiving. They confirmed they were involved in reviewing their care and treatment. They said staff respected their privacy and dignity and promoted their independence. We found not all care needs were linked to a risk assessment, for example where people were identified as being at a risk of falls. This meant care and treatment was not always planned and delivered in a way that was intended to ensure people's safety and welfare.

People confirmed they felt safe in the care of staff. They told us staff were polite and respectful to them. We saw procedures were in place regarding safeguarding people from abuse. People were complimentary about the staff who looked after them. They told us staff provided an excellent service and had the skills and knowledge to support them. However, we found the agency did not have a system in place to ensure staff received appropriate training, professional development, supervision and appraisal.

People told us they could contact the office and their concerns would be acted on. We found limited evidence to show how the agency was monitoring the quality of the service. We also found people's personal records including medical records were not accurate and fit for purpose.
