During a routine inspection

At the time of our inspection the provider did not have a registered manager in post.

We spoke to five people who used the service and/or their relatives. The majority told us they were consulted about the care being given, and felt they were able to express their views. One relative told us the carers did not always listen to what they wanted. People told us the carers respected their dignity and privacy. One relative told us "they treat them with respect. We are involved in care planning". Another told us "our regular carer is very good, fantastic". One person using the service told us " staff are willing and kind".

We saw that people using the service had needs assessments carried out, and support plans and risk assessments were in place. However, not all assessments and support plans had been reviewed in line with the provider's own policy.

Staff we spoke with demonstrated an adequate knowledge of safeguarding procedures and the agency had safeguarding policies in place.

There were effective recruitment and selection processes in place and appropriate checks were undertaken before staff began work.

We found staff had not received all of the training the agency stated they had, and not all of their mandatory training was up to date. Staff told us they wanted to obtain further qualifications but had not had the opportunity to do so.

There were some systems in place to assess the quality of the service being provided but these were not robust enough.

During an inspection looking at part of the service

We carried out this inspection to see if the service had taken action to address the areas of non compliance we identified at our last inspection on 18 July 2012. At that inspection we found that people who used the service were not fully protected from the risk of abuse as care staff were not suitably trained in safeguarding vulnerable people. At this inspection on 5 February 2013, we found that care staff had undergone suitable training.

At the July 2012 inspection we also found that people were not fully protected against the risks of unsafe care and treatment because the provider did not have in place suitable arrangements to ensure staff were appropriately trained and supported. At this inspection we found that staff were being appropriately supported and had attended relevant training.

As this was a follow up to check on the non-compliance identified at our last inspection we did not speak with people using the service on this occasion.

During a routine inspection

People said that staff were caring and compassionate. A person spoke of the flexibility of the carers, they said, "When I have a hospital appointment the carer adjusts the time to suit me, this ensures that I am ready when my transport arrives".

We were told that staff were reliable and turned up for visits at the times they were expected, their time keeping was good and they stayed for the allotted time.

People liked the small personalised service they experienced, communication with office staff was good, and they received regular monitoring visits to see if they were satisfied with the care delivered. People said that when they had raised concerns with the agency, these had been resolved to their satisfaction.

People felt that staff at the agency office were particularly helpful in helping them make contact with, or signposting them to statutory and voluntary services.

People said that, overall, the service they were receiving was good. One person said that they 'would not have been able to care for their spouse in their own home alone without the valuable input of carers".

However, our review of the service revealed concerns relating to staff training and development, and staff support systems.
