During a check to make sure that the improvements required had been made

We looked at the information sent to us by the provider of the service to demonstrate how the service was now compliant with the standard relating to support and training of staff.

This information included the training matrix (record) for all the staff employed at the service and the new induction programme which will commence for all new staff from December 2013.

The information seen indicated that all staff had received supervision and safeguarding training. All other training had been arranged and was ongoing. Medication training had been arranged for 16 & 17 December for those staff needing to update this training.

We found that appropriate improvements had been made to support staff with training and supervision. This meant that staff were properly trained and supervised to provide care and support to people who used the service.

During a routine inspection

We spoke with the representatives of five people who use the service and asked them about the care their relative received. People told us, 'The staff coming to (relative) are very pleasant, respectful and friendly and they are always the same one's, which is important to (relative)', 'The girls (staff) mostly turn up on time, they are very good with (relative). We did have a few problems a couple of months ago with staff being changed, but things have settled down nicely now and I hope it stays that way'.

At our last visit to the service we had some concerns regarding risk assessments and record keeping. During this visit we found that those concerns had been appropriately addressed. We did however identify some concerns during this visit. We found that mandatory training for staff needed to improve in frequency and that staff supervision also needed to be carried out on a regular and consistent basis. We have asked the provider to take action to ensure that training and supervision for staff is improved.

During an inspection looking at part of the service

We did not speak with people using the service during this visit to the agency.

Since our last visit to the service, the registered manager had resigned from her post. At the time of this visit, the registered manager from the Oldham branch of the organisation was in charge. We were informed that they would remain at the Dukinfield branch until a new manager is appointed.

The manager told us how they had started to review individual care plans and risk assessments and had started to re-write them to make sure they contain all relevant details in order to support workers to meet people's needs appropriately and according to their assessed needs.

We saw evidence that the manager had reviewed a number of care plans and had started to re-write them, including all relevant information. At the time of this visit this work was ongoing.

During a routine inspection

We spoke with four people who used the service, they told us;

'The staff are very good, they are kind and thoughtful and they never miss a call.' Another person said, 'They (staff) always listen to what you want and do what you ask. When making our dinner they know how we liked things cooked.'

'If I have any worries about my service I ring Linda (manager) and she sorts things out.'

People using the service told us that they were aware of the complaints procedure but had no cause to complain but, if they did, they would speak with the manager. They all felt confident that any concerns that they may have would be sorted out by the manager.
