During a routine inspection

Park Attwood provided care for adults. During this inspection we spoke with six people who used the service, one relative, the deputy manager, and four staff. People we spoke with were complimentary about the care and support that they received. People said: 'This is the best home I've been to'. 'The food is healthy'. 'Meals are good'.

People told us that they felt involved in any decisions that needed to be made about their care and these were made in their best interests. We found that proper steps had been taken to ensure that individualised care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare.

We found that medicines were prescribed and given to people appropriately that ensured they were managed safely.

Staff had been recruited in an appropriate way and checks had been undertaken that ensured they were suitable to care for vulnerable people.

We found that any comments and complaints people made had been responded to appropriately and ensured that people were listened to.

During an inspection looking at part of the service

The last inspection found that the provider was not meeting the essential standards relating to care and welfare, safeguarding people, staff training and monitoring the quality of their service. This follow up inspection took place to see what improvements had been made.

A new manager had been appointed by the provider and started work at the service in December 2012.

We found that improvements had been made in all of these areas. People we spoke with were complimentary about the care and support that they received. People told us the care was: 'Very good'. We found that proper steps had been taken to ensure that care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare.

Robust arrangements were in place to ensure people were safeguarded from the risk of harm.

Staff received training they needed so they knew how to support the people.

People were asked about their views about their care so they felt involved in their care and treatment. A system of audit was in place to ensure that people were not placed at risk of receiving inappropriate care.

During a routine inspection

We inspected Park Attwood and spoke with most people who used the service, two relatives and some staff. We found that care records were person centred and acknowledged the individual needs and wishes of people who used the service. People who used the service said that they felt they were given choice and were involved in making decisions about their care.

We found that there was a high usage of agency nursing staff to lead shifts and provide care. This meant that people may be placed at risk of receiving inappropriate care and treatment. Some care plans lacked important information, guidelines for staff to follow were not signed or dated and there was no way to check if these were current. Where issues around care delivery had been raised there was no evidence that these concerns had been followed up or actioned.

We found that people who used the service were not protected from the risk of abuse, because the provider had not taken reasonable steps to identify the possibility of abuse.

We found that there was a structured programme of induction in place at the service. This meant that the provider had made arrangements to support newly appointed staff to deliver care and treatment to people to an appropriate standard. Staff told us they had done some training but did not have regular supervision and appraisal. We found that a system to regularly assess and monitor the quality of service that people received was not in place at the time of the inspection.
