During a routine inspection

During this inspection we saw evidence of the clear explanations given to people who were due to receive treatment. This and the other evidence reviewed demonstrated to us that people's privacy, dignity and independence were respected by this service.

The treatment records reviewed showed us that people received treatment that was in line with best practice guidelines as issued by the National Institute for Clinical Excellence (NICE). This meant that care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare.

Records were seen of equipment checks and other monitoring procedures as part of treatment procedures. This showed us that people were protected from the risks associated with unsafe or unsuitable equipment.

Staff had attended suitable professional ophthalmic training opportunities and had received recent professional re-validation as required by the General Medical Council (GMC). This meant that people were cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard.

The records seen were accurate and reflected the specific intervention carried out by the responsible ophthalmic consultant. This showed us that people were protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were maintained.

During a routine inspection

A comprehensive information leaflet was seen and each person received a copy of this.This showed us that before people received any care or treatment they were asked for their informed consent and the provider acted in accordance with their wishes. We reviewed ten treatment records in detail.They included information on the procedure used and the results of the operation. This demonstrated to us that people experienced care, treatment and support that met their needs and protected their rights. A service level agreement was in place with the local acute NHS Trust who provide the premises and support staff for this service.This showed us that people's health, safety and welfare was protected when more than one provider was involved in their care and treatment.This was because the provider worked in co-operation with others.

Records were also seen of the minutes of the service's Medical Advisory Committee (MAC) meetings where individual practice and other clinical issues were discussed and any service developments agreed. This showed us that the provider had an effective system to regularly assess and monitor the quality of service that people received. Evidence was seen of how the service had dealt with complaints and post operative concerns.This showed us that there was an effective complaints system available. Comments and complaints people made were responded to appropriately.
