During a check to make sure that the improvements required had been made

We reviewed the improvements that had been made to the layout and safety of the premises and that the building used by the service was adequately maintained. We found that people were cared for in an environment that was suitably maintained.

The provider had made changes to the layout of the practice and had carried out repairs to areas of the building which had previously been poorly maintained.This meant that people were protected from the risks associated with unsafe or unsuitable premises.

During an inspection looking at part of the service

During our inspection of 31 July 2013 we found that the provider had failed to obtain all the information required under Regulation 21 & Schedule 3 of the regulations of the Health and Social Care Act 2008. This information is required to assure the provider that they have all the necessary information available to ensure the staff they employ are suitable for their role and responsibilities.

Following the inspection the registered provider wrote to us and told us the actions they would take to ensure the service attained compliance. We inspected the service again on 28 January 2014 to check that the improvements had been made. At the inspection in January we found that the provider had not made improvements to their recruitment and selection procedure. As this was a continuing breach of the regulations of the Health and Social Care Act 2008 we issued a warning notice.

On 15 April 2014 we carried out an inspection to follow up on the actions the provider had taken as a result of the warning notice. We found there were effective recruitment and selection processes in place, and appropriate checks were undertaken before staff began work.

On this occasion we had not spoken with people who used the service so we cannot report what people said.

The provider had not taken steps to provide care in an environment that was suitably maintained.

The provider failed to ensure staff employed had been suitably vetted prior to employment. Staff had been employed without references being obtained or DBS check carried out.

During a routine inspection

The practice is currently without a registered manager. However, we were supported on this inspection by two registered managers from within the company.

Six people who used the service told us 'they were 'provided with good information about the treatments and the cost of the different treatments'. They wrote, 'The staff were always polite and helpful'.

One person wrote, 'I have been using this practice for a number of years and I am very satisfied. The staff respects me and the dentist has provided me with sufficient information that helps me to make choices about my treatment.'

The six people whom we surveyed wrote, 'The practice is comfortable and accommodating and that appointments are flexible to meet their needs.

People told us the dentist made sure they understood their treatment and choice by giving information in a way they could understand.

We found people were involved in making decisions about their care, treatment and support. People were cared for in a clean environment. We found that the provider had not ensured an effective selection process was in place to ensure suitable staff were employed, and the provider had not ensured the premises were kept in a suitable state of repair.
