During a routine inspection

The inspection took place on 25 and 26 February 2016 and was unannounced.

Sutton Manor is registered to provide accommodation and personal care for 45 people. At the time of the inspection there were 39 people including some people living with dementia using the service.

On the day of our inspection there was a registered manager in place. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

All of the people that we spoke with told us they felt safe. Staff demonstrated a good awareness of their role and responsibilities regarding protecting people from harm.

Staffing levels were adequate to meet people’s needs. Staff were recruited through safe recruitment practices. Medicines were safely administered and stored.

Staff received an induction, training and supervision and felt supported by the registered manager. People received sufficient to eat and drink. People had access to healthcare services.

People and their relatives told us that the staff were very caring and people felt listened to. Staff were aware of people's support needs and their personal preferences. People and/or their relatives were involved in the development and review of their care plans. People told us that they were encouraged to be independent and staff respected people’s privacy and dignity.

Daily records were up to date and gave a comprehensive overview of what had occurred for that person People told us and we saw that they had the opportunity to take part in a variety of activities Complaints were dealt with in a timely manner.

People, relatives and staff said the registered manager was supportive, approachable and listened to them. People and their relatives were involved or had opportunities to be involved in the development of the service. The registered manager felt well supported by their manager. There were systems in place to monitor and improve the quality of the service provided.

During a routine inspection

People that used the service told us the staff were very respectful and helped them with the things they couldn't manage themselves. One person said, "They are very good with me and always polite." We found that people were supported in promoting their independence in many ways and they were also supported with some community involvement. Five people had recently been to a pantomime with staff.

People who used the service told us they received the care and support they needed. One person told us, "They help me with anything I need." Another said, "I can't find any fault in it. The food is all good too."

We found that all areas of the home were clean and tidy. There were effective systems in place to reduce the risk and spread of infection.

People we spoke with were very complimentary about all the staff at the home and many described them as "very caring". One person told us, "They all seem to know what they need to do and they always have a smile for me." Another person said, "They've been brilliant here and helped me a lot." We found staff were supported to deliver care safely and to an appropriate standard.

Overall, we found the home was well led and staff felt particularly well supported by the manager. We saw that the manager maintained files of information that showed continual monitoring of the service to provide a good quality of care and keep people safe.

During a routine inspection

People told us that staff consulted them about how they wanted to be assisted at all times. One person said, "Everything is fantastic here." We found that the provider acted in accordance with legal requirements regarding consent and ensured that any decisions were made in people's best interests.

Staff followed clear risk assessments and care plans, so that they would know which tasks were needed and the reason for assistance. The people we spoke with were very positive about the care they received from staff. There was music playing and people had a choice of where to sit and watch a television. One person told us that they had a long wait for their dinner, but felt it was worth it as, "all the food is lovely".

We saw that all medicines were stored securely. People told us they had confidence in staff to give them their tablets and one said, "They're always careful to give me the right tablets."

People told us that there always seemed to be enough staff around and we saw staff responding immediately that a call bell sounded. The staff had various previous experiences in caring and told us that the company was very supportive in providing ongoing training.

People told us that they knew how to make a complaint if they needed to and one person said, "There's nothing to complain about. The staff are all very good." The manager kept clear records of concerns and complaints with actions taken and outcomes.

During an inspection in response to concerns

On the day of our visit to Sutton Manor there were 36 people living at the care home.

During our visit to the care home we spoke with three people who live there. We were told that: 'I'm very happy thank you, the staff are marvellous, and I've got everything I need.' 'I am very comfortable indeed.' 'The staff are lovely, yes they do treat me with respect.' 'It's very good, I get treated very well.' Throughout the visit we saw several instances of the staff speaking to people who live at Sutton Manor in a friendly and respectful way.

We were also told that people were quite happy with the care that they receive. All three of the people spoke positively about the staff and one person said: 'We are very well looked after here.' Two people said they had seen their care file, and had signed their name to show their agreement with the care plans. We asked each person if they felt safe, and they told us that they did.
