In order to access the service, people had to be referred by the London Borough of Westminster's Community Mental Health Team (CMHT). Before a person decided to live at the service, staff explained how the service worked and they were given the opportunity to look at the accommodation.

We spoke with two people who use the service and they told us that they enjoyed living at Castle Lane Mews. They confirmed that they met with their Key Worker on a regular basis, both informally and formally and felt comfortable raising any concerns with them. They had been given sufficient information before they joined the service and had been involved in developing their support plans and choosing what their monthly goals would be.

Care and treatment was planned and delivered in a way that ensured a person's welfare and safety. The service was provided with comprehensive information on a person at the point of referral. Staff at the service also undertook a variety of risk assessments, depending on the person's needs. Staff told us that people's support plans were reviewed every three months, or as required. We looked at three people's records and found that one person's risk assessments had not been updated since April 2012.

There were policies and procedures in place to protect people from the risk of abuse and to ensure complaints were handled appropriately. Staff received appropriate professional development, regular supervision and could access further training, if required.

During a routine inspection

People who use the service told us that staff met their needs, supported them to make their own decisions and take responsibility for their actions. They were treated with respect and were happy living at Castle Lane Mews. People felt safe, protected and chose to do what they wanted, when they wanted to do it. They said they are responsible for keeping their flats tidy with staff support. They told us that they are involved in planning their care and have signed their tenancy agreements and care plans. If they wished to make a complaint they knew the process to follow. When they had complained in the past, their complaints had been listened to, investigated and acted upon. They also told us they had access to their records.
