Care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare.

We saw certificates confirming that staff had attended appropriate training to ensure that care could be delivered safely. Staff had regular appraisals with the registered manager. People were cared for by staff who were supported to deliver care and treatment safely and to an appropriate standard.

We saw that the provider sought the views of the managers of care homes and people who used the service. We saw that the provider had analysed the feedback and had regard to the comments made. One care home manager wrote, 'AQS provide a very good service to us. They are very responsive to any concerns we may have but these have been on [a] rare occasion.'

We saw that complaints were dealt with in a timely fashion, and that appropriate action was taken to deal with these.

Three managers of residential homes that used the agency told us that staff members were well trained and caring. One manager said, "There were no issues with staff." Another said that, "Most were quite good."

We saw that the agency had an up to date policy on the Safeguarding of Vulnerable Adults (SOVA). Staff were provided with a copy of the SOVA policy and both a leaflet and booklet issued by Essex County Council, 'Guidelines for all Staff Who Work With Vulnerable Adults.'

Staff members had started work only after a full and satisfactory Criminal Records Bureau (CRB) check had been received and they had demonstrated that they were legally entitled to work in the United Kingdom.

The Registered Manager discussed the quality of the service provided by staff from the agency with the managers of the homes in which they worked on a regular basis.
