During an inspection looking at part of the service

Following our last visit to the home on 20 February 2012, the provider wrote to us and sent us an action plan which told us what they were going to do to improve the service.

Walsall local authority told us the temporary suspension on new admissions to the home continued. This was due to be reviewed.

Walsall Primary Care Trust Infection Control and Prevention Team had completed a follow up audit at the home. They told us that the home had a compliance rate of 96.67%. This is a significant improvement on previous audits.

West Midlands Fire Service has confirmed that they had visited the home and that all of the issues highlighted previously had been resolved.

Walsall council quality assurance team told us that the service is developing robust processes for continued evaluation of the service being provided.

Work was in progress for replacing equipment including mattresses and bed frames, so that these could be easily cleaned. Some new flooring had been laid and the kitchen had been refurbished. Plans for further refurbishment are in place and this will enhance the environment in which people live.

A maintenance person and a gardener had been employed by the provider, so that work is proactive.

Staff have received further training in infection control which should enhance their knowledge and skills.

We have been kept informed of the improvements and plans for the home by the manager. Other professionals have told us that the staff at the home have worked hard to make improvements and these now need to be sustained.

During an inspection in response to concerns

There were 37 people living at the home on the day of our visit, three of these people were in hospital receiving care. No one knew we would be visiting. We spoke to three people who live at the home, five relatives, one visiting healthcare professional and two staff.

People told us that they were happy with the care that they or their relative received. A relative said 'Nothing is too much trouble, they go above and beyond', and one person who lives at the home said 'I speak as I find and I am happy here'.

We saw that there was a range of activities that people could join in if they chose to and we saw that staff knew about people's individual likes and needs. We saw that people were seen by healthcare professionals so that they had access to specialist advice.

Walsall local authority told us they had placed a temporary suspension on new admissions to the home due to concerns around cleanliness and infection control.

The manager told us that some equipment needed to be replaced to ensure that the staff could clean it properly. We were told that a refurbishment of the home was about to commence so that people were provided with a comfortable environment.

There was a pleasant and welcoming atmosphere at the home and people told us 'They are very amenable, there is a nice atmosphere here' and 'As soon as the door is open, it's homely, we are treated as family not as visitors'. We saw that staff had built up good rapports with people living at the home and their relatives.

People told us that they knew how to raise any concerns if they had any, however all the people we spoke to told us that they did not have any concerns.

We saw and were told that people's opinions about the home are sought. People told us that they were listened to. One relative said 'We have circulars every so often asking if there are any problems but we never have'.

The environment was in need of some remedial work to ensure that the home was maintained safely.
