During a routine inspection

People who received support from the agency and relatives we spoke with were pleased with the service that was provided. Comments included 'The carers are wonderful,' 'I have had no reason to complain, I am happy with the agency' and 'Most of the carers are very nice, I feel safe when they are visiting me.' One relative stated 'we are very pleased with the care my family member receives.' Another relative told us 'We have no concerns, the carers are professional.'

We saw that people's needs were assessed, and care plans were in place. This meant they received support in a way that met their needs.

Care plans did not detail the level of support people required with medication and records showed that not all care staff had received training in medication. This meant that the provider did not have effective systems in place to ensure that people received their medication safely.

Robust recruitment procedures were not in place to safeguard people who used the service.

The provider had a number of monitoring systems in place to assess and monitor the quality of service people received. People's views were sought through satisfaction surveys and telephone audits. People were made aware of how to make a complaint and were confident that any concerns raised would be addressed.

During a routine inspection

We carried out telephone interviews with three people using the service, three relatives and three staff. The registered manager supported us at the inspection visit.

People we spoke with told us they were happy with the service they received. People said that staff respected their privacy and dignity, and encouraged them to maintain their independence.

People felt safe when being cared for by care workers. They told us carers supported them in an unhurried manner. One person stated 'I feel safe with the staff.'

We saw that people's needs were assessed, and care plans were in place. This meant they received support in a way they prefer.

All the staff members we spoke with felt supported. Comments included 'I enjoy working for the service' and 'I get all the support I need.' Staff confirmed they received regular training opportunities. This ensured staff were able to deliver care to an appropriate standard

We found that there were systems in place to monitor the quality of the service, and make improvements where required.

During an inspection looking at part of the service

People told us there were enough staff available when needed. People told us, 'The time keeping suits me, it's perfectly alright.' And, 'Occasionally when they have had traffic problems they might be late, but we've always had a telephone call to let us know.'

People told us they got asked for their opinions about how the service was running. One person said, 'Generally a form comes around to ask you how things are going.' We also saw that people's records were stored confidentially in the office and that people knew where to find their care plans in their own homes. One person said, 'They always fill in the booklet thing and I sign to say that they have been.'

During a routine inspection

People who used the service all told us that care workers cared for them with dignity and respect. They also said they got the care they needed. One person told us 'they (care workers) are very sociable and they ask me if there's anything I need them to do. When they come they are very good.' This person also said 'they definitely treat you with respect'.

People told us that they felt safe with the care workers and that good standards of hygiene were maintained. They told us they got the medications they needed and at time that suited them.

People did not always receive all their care at a time that suited them. Care workers could occasionally be late without sufficient notice being given. This meant that on occasions, they did not get the care they needed on time. Quality assurance within the service had not been effective in making the required improvements in this area.

People said they knew how to complain and were satisfied that Home Support Services would act on any concerns.

People's personal records were not being securely maintained but Home Support Services were taking action to address this.
