During a routine inspection

During our inspection we looked for the answers to five questions;

Is the service caring?

Is the service responsive?

Is the service safe?

Is the service effective?

Is the service well led?

Below is a summary of what we found. The summary is based on our observations during the inspection, speaking with people who used the service, their relatives, staff supporting them and from looking at records.

Is the service safe?

People told us they felt safe. Safeguarding procedures were robust and staff we spoke with understood how to safeguard the people they supported.

Systems were in place to make sure that managers and staff learnt from events such as accidents and incidents, complaints, concerns, whistleblowing and investigations. This reduced the risks to people and helped the service to continually improve.

Equipment was well maintained and serviced regularly therefore not putting people at unnecessary risk.

Is the service effective?

There was an advocacy service available if people needed it, this meant that when required people could access additional support. People's health and care needs were assessed with them, and they were involved in writing their plans of care.

People's needs were taken into account with signage and the layout of the service enabling people to move around freely and safely. The premises had been adapted to meet the needs of people with physical impairments.

Visitors confirmed that they were able to see people in private and that visiting times were flexible.

Is the service caring?

People were supported by kind and attentive staff. We saw that care workers showed patience and gave encouragement when supporting people. People said; 'I like it here we do some good things, it's nice we can sit and enjoy each other's company.' Another said, 'The staff look after me well, they're all good'.

People's preferences, interests, aspirations and diverse needs had been recorded and care and support had been provided in accordance with people's wishes.

Is the service responsive?

People completed a range of activities in and outside the service regularly. People using the service, their relatives, friends and other professionals involved with the service completed an annual satisfaction survey. Where shortfalls or concerns were raised these were addressed.

People knew how to make a complaint if they were unhappy. People told us they had never needed to make a complaint but if they did they thought complaints would be investigated and action taken as necessary.

Is the service well-led?

The service worked well with other agencies and services to make sure people received their care in a joined up way.

Staff had attended several training courses which took into account the needs of the people who used the service. This ensured that people's needs were met.

During a routine inspection

We found people's needs were adequately assessed prior to living at the home. The risk assessments and care plans in place were suitable for staff to use effectively and this helped ensure the welfare of people living at the home. We also found the environment was safe and fit for purpose but some bathrooms and toilets looked dated. We found there were adequate numbers of staff, with the right knowledge and skills, to ensure people's needs were met. We also found the provider had a complaints process in place that staff were aware of and this was made available to people who used the service.

We spoke with three people who used the service about the care they received and one person said staff were excellent and they had no faults to describe about the home. Another person said staff treated them well and food was good. The third person we spoke with said they were happy at the home and staff we nice.

In this report the name of a registered manager (Mr Anthony Cook) appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

During an inspection looking at part of the service

All of the people we spoke to said that they were very happy with the improvements at the home. They all commented on the improved cleanliness and one person who has had their bedroom decorated said it felt like a hotel now.

People said that they were very happy with the new acting manager and said that since she has come, staff spend more time with them and listen to what they have to say.

One person said that things are much calmer in the home now and they feel much more relaxed.
