During a routine inspection

We spoke with the manager, two team leaders, six other members of staff and people who used the service. The people we spoke to gave very positive feed back. One person said "The carers are all lovely, I couldn't have wished for better". All people who used the service had clear assessments of their care needs and planned strategies were in place to meet them. Individuals care plans were reviewed regularly.

We saw written evidence of a robust staff selection process and training program for existing and any new member of staff.

Staff worked at the pace of each individual and encouraged their independence within the range of people's disabilities. Individuals were given choices about their care and how they achieved their goals. People who used the service appeared to be relaxed and happy.

Staff were aware of safeguarding vulnerable adults and recognised signs of abuse and knew how to report and escalate concerns. People told us they felt safe in their homes and were gaining confidence in their abilities.

During a routine inspection

In this report the name of a registered manager appears who was not in post and not managing the regulatory activities at this location at the time of the inspection. Their name appears because they were still a Registered Manager on our register at the time.

We conducted an unannounced visit to the agency office on 7 November 2012 and then contacted four people by telephone. Whilst at the office we looked at survey responses the agency had received from people.

We received nothing but praise for the agency. Comments included: "I think it was a perfect balance of them supporting but not taking over"; "Extremely helpful. When they've been I perk up"; "They've all done a good job" and "Absolutely wonderful. As good as gold".

People confirmed that they were involved in an assessment of their individual needs and the plan of how those needs were to be met. They said that they were always treated with respect. One person had written "All your ladies were extremely pleasant and helpful". We were given examples of how people's health and confidence had improved.

People told us that the care workers were very good at their work and the care workers described how their training and supervision enabled them to do their work well.

We found that the agency had good systems in place to get feedback from people using the service and support and supervise care workers.
