During a routine inspection

We spoke with one person who used the service and they told us they were satisfied with the care and support that had been provided. They told us staff supported them to go to discos, shopping and to get their haircut. They told us that recently staff had supported them and another person who used the service to go on holiday.

People who used the service and their representatives were asked for their views about the care and support provided and they were acted on. We looked at the questionnaires that had been received and saw that comments were mainly positive. Comments included: 'staff appear to put [X's] needs and wishes first and support them to be independent in the community' and, 'we would like to thank staff for their kindness and patience which they have shown towards [Y].

We looked at the support plans and records of three people who used the service and found people's needs were assessed and care was planned and delivered in line with their individual plan.

We found staff were aware of how to safeguard people and how to recognise different forms of abuse and that they had received appropriate professional development.

The service was compliant with the essential standards of quality and safety that we inspected.

During an inspection in response to concerns

The visit concentrated on the staffing, recruitment and selection processes, training, Quality Assurance and how the agency communicated and notified us of changes, and did on this occasion did not involve speaking with people the agency supported.

Staff told us they felt there were enough staff to undertake the care of the current people using the service, but they felt that to work safely they indicated 'We need more risk assessments to enable us to work safely'.

Training and supervision was not up to date or comprehensive where staff indicated 'X didn't do an induction (training on joining the company) but we did it last month'. 'I haven't had training to use the wheelchair, but had information passed on by word of mouth.

Staff information such as the staff handbook, which includes information such as policies and procedures were given to the staff. Staff then indicated 'All the staff have an individual copy of the policies and procedures', and 'We don't have any (copies of the policies and procedures) here but we know what to do'.
