We checked that people who use this service

  • Are safe and their health and welfare needs are met by staff who are fit, appropriately qualified and are physically and mentally able to do their job.

How this check was done

We looked at the personal care or treatment records of people who use the service, carried out a visit on 20 September 2013, observed how people were being cared for and talked with people who use the service. We talked with staff.

Our judgement

Effective recruitment and selection processes were not in place.

Reasons for our judgement

We looked at four staff personnel records and we found there were differences between them regarding the information they held. We saw that three of the files held information which showed a criminal record bureau check (CRB) had been carried out to ensure that each person employed was of good character. We were told by the staff member in charge that CRB's were updated every three years, however, we saw in one of the personnel records that the most recent check was dated 2007.

We found that one of the files did not contain any information relating to the person's recruitment. We also found two of the files held some information such as training certificates and correspondence regarding sickness which was dated 2006. This showed that information kept in staff personnel files was not up to date.
