During a routine inspection

The inspection was unannounced and took place on 22 October 2014.

Linford Grange is a care service designed to achieve independent living, for individuals with mental or physical health related needs. It is registered to provide accommodation and support for 24 people. On the day of our visit, there were 20 people living in the home.

The service has a registered manager. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act and associated Regulations about how the service is run.

We found that the service was safe for people and that staff knew how to recognise abuse and responded appropriately if they were concerned that a person had been abused.

Some people who used the service did not have the ability to make decisions about aspects of their care and support. Staff understood the systems in place to protect people who could not make decisions and followed the legal requirements outlined in the Mental Capacity Act 2005 and the Deprivation of Liberty Safeguards (DoLS).

Staff we spoke with and our observations throughout the day, showed that staff were knowledgeable about how to meet people’s needs and how people preferred to be supported. We saw that people had their health needs met by trained staff who understood people’s likes and dislikes.

Staff received training to meet the needs of people using the service and could access additional training if required. They told us they were always looking to improve their knowledge so they could provide better care for people.

Staff were seen to treat people with respect and preserve their dignity at all times. We saw staff knocking on people’s doors and waiting for an answer before they entered.

People we spoke with told us they were happy with the service provided and how staff provided their support. There was a complaints procedure in place and staff and people knew who to speak to if they wanted to raise a concern. There were effective systems in place for responding to complaints.

We found that there were sufficient staff on duty to provide people with safe and appropriate care. Records showed that appropriate pre-employment checks had been carried out to ensure that suitable staff were employed to work with the people living at Linford Grange.

A variety of audits were in place to assess the quality of the service that was provided and were used in conjunction with involving people who used the service, their relatives, and health care professionals. We also saw that health and safety monitoring was carried out to ensure the safety of the environment for people who lived in the home.

During a routine inspection

We spoke with three people who used the service who all told us that they were happy with the care they received at Linford Grange. They confirmed that the food was of good quality and the staff respected their wishes and were helpful and polite.

People told us the staff respected their wishes and we found that people's personal preferences and daily routines were recorded within their individual care plans. The care plans detailed the specific elements of people's care and had been amended as and when people's needs changed.

We found that staff received regular supervision, annual appraisals of their performance and were provided with training to ensure they could do their work safely and effectively.

During a routine inspection

The people we spoke with told us they were pleased with the care and the support they received. One person said 'the staff are very attentive, they always respect my wishes' They told us they were able make choices about their food, routines and how to spend their time. They told us that there were activities going on in the home that they could join in with if they wanted to.

We found the staff had the right skills and knowledge to care for people with a broad range of physical and emotional needs. We saw that staff treated people who used the service with dignity and respect. For example calling people by their preferred names, giving people opportunities to make their own decisions and respecting people's wishes.

The people we spoke with told us they were well cared for at Linford Grange, they told us they could speak to the manager or staff at any time if they had any concerns about their welfare or safety.

During a routine inspection

A relative told us they had visited the home with their relative before they made a decision about the home.

People said they were treated with dignity and their privacy was respected by staff.

One person informed us that staff ask them what they like to do each day and how they want things to be done for them.

We were told by one person that they were happy living in the home and said they had settled in well and were enjoying being at the service.

A small group of people using the service said the home was very good and the staff were lovely and their relatives could visit any time. We were told that they had asked to stay in the lounge to have their meals and this had been agreed.

People said they were happy with the food provided and they were always offered a choice of meal.

One person told us they enjoyed the food at the home and especially liked the home made cakes and puddings.

A relative said they felt sure the home was a safe and secure place for their relative to live.

People we spoke to said the home was always clean and tidy. A relative told us they were very impressed with the changes being made to the home and that disruption, noise and mess had been kept to a minimum.

We were informed that the laundry service was good and people's clothes were looked after very well.

A relative told us they were very impressed with the current refurbishments being made to the home. They said this would make the home a lot more welcoming and a very pleasant place to live.

One person confirmed they were very happy with their flat and liked having their own kitchen.

People were positive about the staff who worked in the service. They said that staff were helpful and very kind. One relative told us that the staff were approachable and always ready to help.
