During a routine inspection

We completed an unannounced inspection on the 17 April 2012. We spoke with four people who used the service and a relative. We met the newly appointed service manager, senior carer and four carers and reviewed three care plans and other documentation such as staff recruitment files during the course of the visit.

The service manager informed us that they were based at Housing 21 Cheshire and would be applying to the Care Quality Commission to be the Registered Manager for this location.

All the people we spoke with said that they would recommend the agency to others. One person told us that staff were: "kind and caring' and another person said: 'They are always very courteous and respectful, they are all very nice." A relative told us: 'There is enough to do here and I think it's a good service.'

We found improvements were needed in the care plans we reviewed and one person's office copy of their plan of care was absent. The care plans ensure information is available to assist staff to provide appropriate care and support according to their assessed care needs.

The medication administration record (MAR) sheets held no details of the quantities of tablets received from pharmacy and it was therefore not possible to audit some medications. This meant that there was a risk that people may not always receive appropriate and safe support with their medication.

During a routine inspection

We completed an unannounced inspection visit on 05 November 2012, to Housing 21, Beechmere. We spoke with four people who used the service, and a relative, staff members, the Care Team Leader and the Registered Manager during the course of our inspection.

As part of this review, we asked people who used the service to comment on the management of their records and about the care and support they received. We found that improvements were needed in some of the documentation and this included people's care plans and risk assessments.

The people we spoke with told us they had no concerns they wished to raise. One person told us: 'The staff are nice people, they care for you and about you.' Another person told us: 'The staff are brilliant, they do all they can to help you and more.'

One person's relative told us that they were happy with the care and support provided by the staff.

When we asked about whether they had been involved with their care plans, or had opportunities to look at them, one person told us: 'We have a folder which we keep and the staff write in when they visit, they ask us about what care we needed when we first came to live here.'

During a routine inspection

People using the service at Housing 21 - Cheshire confirmed that they were treated with respect and their dignity was maintained. People also told us that they were generally satisfied with the standard of care provided and were of the opinion that staff understood their needs.

For example, comments included: 'The staff always knock on the door they are very respectful'; 'We're very happy. We couldn't be happier' and 'The staff are always polite and helpful'.

Systems were in place to offer protection to the people who use the service from abuse and people spoken with confirmed that they felt safe and had no concerns regarding the agency.

No concerns, complaints or allegations were received from the people using the service during the visit. Comments received included: 'We have no complaints'; 'If we had a problem we would speak to the staff about it' and

'I can't fault the staff. There are no problems and I don't have any complaints.'

People had mixed comments about whether they had received reviews about their care package. Some people told us that they thought the plans and care package provided were reviewed regularly however other people were unsure but felt they could contact the staff whenever they needed to. Some people felt they should have reviews carried out by senior staff and made the point that they didn't really get the opportunity to speak to the senior managers about their care package.

People told us that the staff were very caring and good at their jobs and we received the following positive comments about the support received and the staff. Comments included: 'All the staff are nice, it's brilliant here'; 'The staff are very pleasant. If you need any help they are there to help you'; 'You wouldn't wish for a nicer group of people [staff]' and 'I can't fault the staff'.
