During a routine inspection

We spoke with two people using the service during the inspection. They told us they had seen their care plans. One person said "I write things down in my care plan". Staff were aware of the importance of ensuring that people's views were sought. One staff told us "they are involved in their care plan" and "I try and make sure they fully understand". They also told us they used different methods to seek people's consent such as using body language, writing things down or using pictures.

We looked at three care plans during the inspection. The care plans were split up into different sections. They were person centred and updated regularly. Each person using the service had staff member assigned as a key worker to them.

We found the home to be clean and clear of obstacles. The home had been adapted for people who are deaf with a flashing light and loud ringing sound for the doorbell. The kitchen had been completely refurbished with new cabinets and worktops which people using the service were very happy about.

Staff received regular supervision at the home and staff records indicated that training was up to date.

Health and safety checks were carried out regularly at the home. These included testing of the alarm and emergency lighting system. There was evidence that the provider sought the views of people using the service and staff through regular meetings.

During a check to make sure that the improvements required had been made

During a previous inspection of the service carried out on the 6 November 2012 we found that the provider had failed to notify CQC of incidents or allegations of abuse. Since that time, the provider has notified CQC of any subsequent incidents. We have also spoken with the manager of the service who has told us they now have a process in place of notifying CQC of any such instances and this is overseen by the management team.

During a routine inspection

Because people using the service had complex needs, which meant they were not able to tell us their experiences, we checked care plans for user and family comments and involvement. We also spoke to relatives of people using the service who made positive comments about the way in which they and their families were involved in the planning of their care. They told us that "staff are supportive", they also told us that their family member was "happy and enjoyed living" at Huguenot Place.

Staff told us that "residents are encouraged to lead independent lives". We looked at care plans and saw that people using the service were involved in different activities throughout the day such as courses at college and community projects. We saw staff engaging in social activities with people using the service.

There were sufficient numbers of staff working at the service, during the day there would be 2 or 3 support staff on duty between the hours of 10:00 and 15:00 as well as the care manager.

There had been 2 recent safeguarding alerts at the service. Although the provider had followed the correct procedures in notifying the local safeguarding team, the provider did not notify CQC of these allegations. There was also no registered manager at the service.

During a routine inspection

People told us that they receive support to help them be more independent in their lives.

People say that they are able to choose what they want to each day, and that they lead busy lives.

However, we have concerns about the service because they did not inform us about incidents regarding people who use the service. For example, a recent decrease in staff levels and there being no registered manager at the service.
