During a routine inspection

People we spoke with told us they were treated with dignity and respect. One person told us 'the carers are very respectful.' One relative told us 'the carers always maintain my son's dignity. I work alongside them so I see, they are very good.'

Everyone we spoke with felt safe receiving care from Bluebird Care (Newham). Care workers we spoke with were knowledgeable about the different types and signs of abuse. They were able to describe what signs they would look out for. Care workers told us they would report any concerns about a person to their supervisor or the manager.

People were cared for by staff who were not supported to deliver care and treatment safely and to an appropriate standard. We found care workers did not receive a regular appraisal or supervision.

People we spoke with told us they knew how to make a complaint. Most people we spoke with told us the manager from the service would either call or come round on a regular basis to check everything was going well. One person told us 'sometimes they come down or they ring to check all is ok.'

People were not protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were not maintained.

During a themed inspection looking at Domiciliary Care Services

We carried out a themed inspection looking at domiciliary care services. We visited four people in their own home and spoke with them and their relatives about their experiences of the support that they received from Bluebird Care (Newham). We spoke with the manager, two senior staff and two of the care workers during our visit to the office. We also spoke with a care worker during the course of her duties.

The inspection team was lead by a CQC inspector joined by an Expert by Experience who has personal experience of using or caring for someone who uses this type of service. We used postal surveys, telephone interviews and home visits to people who used the service and to their carers to gain views about the service.

We also looked at questionnaire responses about the care, treatment and support that were submitted by people who use the service and their relatives.

Everyone spoke positively about the services provided by their care workers, particularly their regular care workers. Some of their comments included; 'I'm happy with the way they look after me'. 'Regular carers are marvellous, do a splendid job'. 'I'm really grateful for the help the carer gives'. 'Quite satisfied with the carers'. 'The service is good'.

In a small number of cases people felt that the quality of care was not always the same when their care workers were changed. This was more likely to occur when the regular care worker was on leave or away for other reasons. Some people using the service also felt that there was a tendency for new care workers to be late, which occurred more at the weekends.
