During a routine inspection

As part of our inspection we spoke with six people receiving support from the service and two relatives of people using the service. The people we spoke with were all extremely complimentary about the care and support they received. Relatives told us that staff seemed well trained, were punctual and stayed the agreed time. They said that there was generally good continuity, with a small group of staff providing the care and support. One person receiving a service told us: 'They never rush off. They always check if there is anything else I need before they go.' Another told us: 'Of all the care services I've used Cloud 9 is easily the best and I'm not easily satisfied. A doctor recommended them to me.' A relative told us: 'I wouldn't have got X out of hospital without their support. The care staff helped X to walk again. I couldn't have managed without them.'

People were treated respectfully and their independence was supported and encouraged. They received care and support that met their needs. Care and support records were being improved. There were systems in place to protect people from poor practices or abuse. Staff received support and training to enable them to meet people's needs. The agency had systems to monitor the standards within the service and these were continuing to be developed.

During a routine inspection

During our last inspection in March 2013 to Cloud 9 Care Ltd we found the provider did not have appropriate arrangements for the recording of medication administration in order to protect people from the risks associated with the unsafe use and management of medicines.

We carried out a follow-up inspection on 24 July 2013 to check that improvements and work agreed in an action plan had taken place. During the inspection we were shown new documentation used by the provider to monitor medication administration. We also spoke to a person using the service in their own home.

During a routine inspection

The people we spoke with said they were provided with useful information and felt involved in the discussions and decisions made about their care and support. They said they had received an assessment of their needs and met with senior staff to review their needs. They told us the staff always knew what to do to assist them. People said they felt they were provided with the medication they were supposed to receive at the time they were supposed to receive it.

During our visit we found people's contribution to discussions and decision making about their care to be documented. We saw that people received an assessment of their needs and these were regularly updated. We found that a suitably qualified and sufficient staff team was available to meet the needs of the people who use the service. The staff were trained in and knowledgeable about such things as the administration of medication. However, we found that staff were not always maintaining accurate records on the administration of medication and managers at the service were not recording monitoring checks on medication documentation.

We found the service was adhering to the requirements of its own policy on the retention of personnel files and people's care documentation. We saw that records were stored and destroyed securely.

One person said of Cloud 9 Care Limited: "They have been of great assistance to me." Another person said: "Overall, it has worked out very well and I'm very pleased with them."

During a routine inspection

People who used the service told us that the care workers were very flexible, kind and respectful. We were told they mostly turned up on time but if they were going to be late usually they let the person know. One person said "They are terrific carers and nothing is too much trouble for them." People felt safe using the agency and with the care workers who came into their homes. The agency asked people their views and acted on them to improve the service. One person said "I was very pleased that someone bothered to check if things were OK for me."
