During a routine inspection

We found that that there were suitable arrangements in place to ensure that people consented to the care that was being provided.

We spoke with six people who used the service and a relative of one person. People were provided with care and support that met their needs in a flexible and consistent way. One person said, "The care is excellent, they really go above and beyond, we are so pleased to have them."

People told us that they were supported by regular, reliable staff who they described as "...excellent' and 'outstanding'. Staff were supported to deliver care and treatment safely and to an appropriate standard. We spoke with three staff as part of this inspection. Staff told us they felt well supported and valued in their role.

We saw that the manager sought the views of the people who used the service. They also monitored the quality of the care provided through care reviews and observations of staff practice.

People told us that while they may have used the service for some time, they had never had a complaint. People did feel able to raise any issues or queries openly and felt they had been responded to promptly. One person said, 'They try to give you what you need and are very caring that way.'

Records were well organised, fit for purpose and securely managed.

During a routine inspection

We spoke with four people who used the service by conducting telephone interviews. People told us that they were happy with the service provided. One person told us, 'They are reliable, I have no concerns.'

We found that staffing was well managed within the service. This meant that care was provided for people when booked. People who used the service told us the staff were kind and caring. People told us staff usually arrived on time for the booked appointment.

We found that care plans were not completed in a way that met the individual needs of the person. The care plans were not person centred. The care plans were not specific to the risks of those who used the service. Therefore people were not protected from the risk of being provided inappropriate or unsafe care.
