During a routine inspection

We spoke with six people who received support from the service and we met one person who was being supported by the staff to attend a hospital visit. One person told us. "I couldn't look after my money and the staff supported me to manage my money so that I now save for things I want."

We spoke with seven staff and members of the senior management team of the organisation. All staff told us how much they enjoyed working with the people they supported. They all commented on the high level of support and training they had received to enable them to do their job.

We found people were involved in their support plans and one person told us "I would tell staff if I wanted to do something different." Staff told us they ensured dignity for people by knocking on doors, asking people what they wanted to do and encouraging people to be as independent as possible. One person told us "I choose what I want for my dinner."

All the people we spoke with said they would speak out to staff or the manager if they felt they were not safe. All of the staff we spoke with had received safeguarding training and identified what they would do if they had concerns.

Staff told us how well supported they felt by their line manager and the registered manager. We saw, in staff files, supervisions were occurring regularly and were well documented. An appraisal was held annually for all staff.

During a routine inspection

Because of their communication difficulties we were unable to speak to people who used the service, however we spoke to relatives of two people who received care from the agency as well as members of care staff.

Relatives told us that they were very happy with the service. We were told 'I am perfectly happy with the care provided'. Relatives told us that the person who received care and support was encouraged and supported to make their own decisions and be as independent as possible. One relative told us 'I would never have believed they could have got to this point,' whilst telling us how the individual was now able to live on their own with support from Wessex Regional Care.

People who used the service were involved in the planning of their care and support. This was confirmed in conversations with relatives and members of staff. We were told by a relative that 'care plans and reviews are discussed with them (their son/daughter).'

People were supported to raise concerns and complaints. Relatives told us that they had confidence that the service would respond to any concerns or complaints promptly.

Relatives told us that care staff had the skills to provide support and care to their family members. The recruitment process followed by the service meant that people who used the service were involved in the recruitment of staff.

During a routine inspection

We invited service users and staff to visit the agencies office so that they could express their views and opinions; however no one accepted this invitation.

A community nurse said that improvements had been made to the way people are treated and staff understanding of safeguarding. They said that improvements had been made with regards to the support one service user receives for medication. They also said staff need to plan in advance to meet the health needs of a service user but that sometimes they did not always do this.

No one that we spoke with said that they had been informed of the agency's complaints procedure or that they are regularly asked for their views on the service the agency provides.

Relatives said that their family members are treated with respect and improvements had been made with regard to the support given to individuals.

Everyone said that the staff who support people had improved.

During an inspection in response to concerns

We were not able to speak to some of people who the agency provides a service to due to the nature of their disabilities. Those that were able said that they were happy with the support they receive.

We spoke with three relatives of people the agency provides support to. Two said that they are satisfied with the support the agency provides and that they have no concerns. The other said they are very unhappy with the support their relative receives.

Two relatives of people who are supported by the agency expressed satisfaction with the agencies safeguarding measures and one did not.

Two relatives of people who are supported by the agency said that the agency have never sought their views on the service they provide.

Southampton City Council safeguarding team are currently carrying out an investigation of this agency. They have told us that they have concerns that the agency did not take appropriate action when a person became ill.
