During a routine inspection

People were asked for their consent before treatment began. We saw that the service had procedures in place if people were unable to give consent or refused.

One person we spoke to said 'they always tell me what they are going to do before doing it."

People's needs were assessed in a way that ensured they received the care they wanted. We saw examples where people wanted to go to the day centre, the gym or get more exercise in general. Risk was monitored and staff would document any changes in people and call the office as it would prompt a review or require another health professional to ensure people were receiving the care needed.

Staff knew to report any concerns to the manager should they see any abuse or believe somebody to be at risk and we saw evidence of reporting.

Appropriate checks were carried out and the service had a good system to ensure people's personnel files were up to date.

The service checked that people were happy with the service through questionnaires and through spot checks at people's homes. The service had service user guides which gave people and their family information should they have any comments, compliments or complaints to make.

During an inspection looking at part of the service

On the day of the inspection we spoke to two members of staff. Staff were able to describe how they would identify concerns and how they would escalate allegations of abuse.

We reviewed three staff files. We saw evidence that staff had completed updated safeguarding training with the provider and by attending an external course provided by the local council.

We did not speak to anybody who used the service on the day of the inspection.

During a routine inspection

We spoke to five members of staff including management and two people who used the service.

Staff understood the importance of respecting people's privacy and dignity when giving them personal care. Both the people we spoke to told us "the carers are great" " I can call the office and they sort things out for me". The people we spoke to told us their carers were on time and that they do an excellent job.

We reviewed five care plans and risk assessments and found them to be person centred and illustrate clear instructions when delivering care. Risk assessments were detailed and were updated promptly.

Staff were not clear about their responsibilities under safeguarding and how to escalate allegations of abuse.
