During a routine inspection

We reviewed four care plans and noted they were reviewed every three months and were re-written annually. One person who used the service told us, 'I have the care plan next to me and I always read what they [care workers] write. I agree with the things they put.'

We asked one person who received care whether the care workers spoke to them appropriately, they said, 'Yes, they are all very nice people; you know, people you can have a chat with.'

We asked people who used the service what they thought of the care they received; one person said, 'I have no worries, the service is pretty good, I can't complain.'

We asked people who used the service about the care worker's use of personal protective equipment (PPE). One person said, 'My carers are ever so careful, they always make sure they have their aprons on; I think they take it very seriously.'

We saw each person had an individual risk assessment for medication. One person told us, 'My carers give me my medicines; I know they are very careful about it and write everything down.'

We reviewed the staff rotas. We asked one person who received care about the punctuality of care workers, they told us, 'They are pretty good, if they've had a problem at the previous call the office always ring.'

We saw each person was given a guide that gave information about the service as well as how to complain. We asked people if they were able to make complaints. One person said, 'Yes, I would know how to complain.'

During a routine inspection

We found that people were aware of what fees they would be expected to pay and contracts were in place to protect people.

We found that information was available for staff about how to meet the needs of the people who used the service.

We found that people were protected from abuse because staff had received training and there were procedures in place for staff to follow.

We found that enough staff were provided to meet people's needs.

We found that people knew how to complain and people's complaints were fully investigated and resolved, where possible, to their satisfaction.

During a routine inspection

In recent months, there have been some changes in the way that domiciliary care services in North East Lincolnshire are commissioned. Agencies in the area have been through a tendering process to provide centrally managed services in specific areas of the town and surrounding areas. Allied Healthcare were successful in their bid and provide commissioned services to people in The Fiveways area of Grimsby. These changes have not affected their privately funded clients. The manager confirmed that over the last few months the agency has worked closely with the local authority to minimise disruptions to the support people receive and to reduce the impact where possible of the change in agency and staff. There have been a number of consultation meetings with people to provide the necessary information, support and opportunity to make decisions. Some of the staff from other agencies have transferred with the people using the service to Allied Healthcare which has helped minimise the impact of these changes and provided continuity of care where possible and where requested.

As part of this inspection we contacted people by telephone to discuss the service they received from the agency. Some of the people we spoke with had received services from the agency for a number of years and other people had had their care package transferred from another agency in more recent months.

People we spoke with were positive about the care and support they received. They told us they were able to be as independent as possible and their privacy and dignity was respected. Comments included: "They never rush me, I do what I can for myself" and "Oh yes, they always treat me with respect, the carers are all lovely.'

People using the service told us they felt safe and knew who to contact if they had any concerns. Comments included: "I just ring the office If I'm worried about anything or want to know about changes with my carer, they always sort things out and let me know' and "The office staff do spot checks, I am very happy with everything.'

We did receive some mixed comments about staff not arriving at the agreed times, however people spoken with confirmed that this problem had improved over the last few weeks. One person told us: 'We had some problems with staff arriving late a few times but this has settled a lot over the last few weeks, they didn't always let us know if there were any changes but they have been better with that as well.'
