During a routine inspection

On the day of our visit we were told that there were six people living at Penkelly. We spoke with two staff members, three people that used the service and looked at two people's care and treatment records in detail.

The staff and people that lived at the home informed us that the home was going to be closing on 30 June 2013 and that they were anxious to know more about where they would be moving to. They had a meeting planned for themselves and their families on 11 June 2013.

We observed staff supporting people in a friendly and respectful manner. One person told us 'I know what's going on and the staff help me plan my day.'

We saw that anyone who moved into the home had their needs assessed before a place was offered. We looked at two care plans and found that they were detailed and personal to the individual. One person said 'I helped write my care plan.'

The people living at Penkelly were supported by a team of staff that were trained and supported by the organisation. Comments included 'this is a nice place to work.' And 'it's very rewarding.'

One person told us that they felt safe at the home and they were confident to approach the staff with any concerns or complaints.

During a routine inspection

People who lived at Penkelly told us that they were happy living at the home. We were told that 'we all get on very well', 'the staff are all very nice' and 'we live like a family'.

We spoke with one person's relative who said that their relative had a level of independence in a safe environment.

Without exception all the people we spoke with were adamant that the staff treated everyone with respect.

We spoke with five people who used the service and they told us that each person was allocated one day a week when they were responsible for doing the cooking. A member of the staff cooked the Sunday meal, which was usually a roast. We were told that the weekly menu for the evening meals was discussed at the 'house meeting' every Sunday and checked for nutritional value by the staff.

People said that sometimes there was a themed evening for example a 'Mexican night'.

The people using the service went on to tell us that the lunchtime meal was the choice of the person undertaking the cooking that day and had included pasta dishes, home made pizza, curry, cottage pie, and burger in a bun with chips. They told us that basic ingredients were available from the kitchen larder and the 'chef of the day' was given a cash allowance of '10 to make purchases from the shops in the nearby town centre using a shopping list checked by a staff member.

People who used the service told us that they felt they were living in a safe environment and had no worries about the security of their possessions.

All of the five people who used the service that we spoke with said they were satisfied with the current staffing levels.
