During an inspection looking at part of the service

We completed an unannounced inspection 27 September 2012 to follow up on our last inspection in April 2012, where we found gaps in; care plans and reviews, staff supervision sessions, medication record keeping and quality assurance surveys. During the course of the inspection, we found that improvements had been made in all these areas. We spoke with two people who used the service, three staff members and met the office manager, quality assurance manager and operations director.

People who used the service said that they would recommend the agency to others. One person told us that staff were: "Excellent' and said: 'They are always very courteous and respectful."

Another person told us: 'They provide my care as I want it and you can't ask for more than that.' They also told us: 'They have been flexible too, if I want to go out or have made arrangements, it doesn't happen often, but I call the office and let them know within 24 hours and we rearrange. They are very good.'

During our inspection we saw evidence that the agency had completed a quality assurance survey in May 2012 with positive comments made by people who used the service

We spoke with three members of staff who told us they felt supported by the agency and we saw evidence that demonstrated staff had received training and supervisions to provide them with the necessary skills to care for the people they supported.

During a routine inspection

The provider told us that the registered manager had taken up a new role within the organisation and they had appointed a new manager and care supervisor. Following a probationary period, it was anticipated that the registered manager would cancel their registration with the Care Quality Commission and the manager would apply for registration. For the purposes of report writing it was important to note that all three were present during our visit to Premier Care Crewe domiciliary care agency.

During the visit we saw positive interactions and engagement between staff and the people using the service to ensure they received the care and support they needed.

We spoke with and met three people who use the service. One person told us: 'I get very good care." They also said that the most important thing to them was: "People arrive on time and are kind."

Another person said: "What I like about this service is that I get the same carers every time. That is really important to me. When you let people into your own home you want to get to know them and them you. I don't want to have to instruct people about how I like things to be all the time."

When we spoke to another person receiving a service from Premier Care they told us: "I've had a new carer as my old carer left but she had been with me a long time. We (the new carer and the person using the service) are just getting to know each other. I don't have any concerns. The management are good and if I had any concerns I would ring the agency and ask them not to send that person again."
