During a routine inspection

People we spoke with told us that they were happy with the care and treatment that they received. They told us that staff were 'Kind'', ''Caring'' and 'Attentive.''

We found that care and support was planned and delivered in a way that met people's needs and wishes. Risks to the health, safety and welfare of people were assessed, identified and managed effectively.

Medicines were managed safely and people received medicines as prescribed as part of their treatment.

The premises were clean and risks of infection were well managed.There was appropriate equipment to meet people's needs and this was maintained in good working order to minimise risks to people.

Staff were trained and supported to deliver care and support safely and to an appropriate standard.

The service was well led and effective. People's views and suggestions were taken into account in the way that the service was managed. The service was regularly monitored and improved where needed to ensure that people received safe and appropriate care, support and treatment.

During a routine inspection

People told us that they were treated with kindness, respect and that they were well cared for. We saw that staff had access to accurate and up to date information about the needs of people who were using the service. We observed staff supporting people in a sensitive and proper way when providing assistance.

People said that they felt safe and staff treated them well. We found that staff were trained to identify risks of abuse and they understood their responsibilities to minimise these risks and to report any concerns appropriately.

People told us that staff met their needs and cared for them well. We saw that there were appropriate numbers of skilled, qualified and experienced staff available to meet the needs of people who were living in Bliss Care Home.

There were effective systems in place to regularly monitor, and improve where necessary the services provided. People told us that they were very happy living at the care home and that their comments and suggestions for improvement were acted upon.

During an inspection looking at part of the service

One person with whom we spoke, told us, that they could not fault the care and support they received. They confirmed that their experience of Bliss Care Home had been very positive. When asked about the staff, they stated 'The staff are lovely, they do a wonderful job, I have no concerns or complaints.' Another person told us that they had no concerns and that they were happy with the care and support they received.

One person was overheard to comment negatively about the lack of activities and stimulation available. They told us they were fed up as there was nothing for them to do. Satisfaction surveys from relatives completed in June, July and August 2011 recorded, 'I think our relative could do with more stimulation as their sight isn't good enough for reading or television. I've noticed that several people are bored too, in the afternoons.'

People told us that they felt safe and had no concerns. They also told us that they found there were sufficient staff on duty to meet their care needs.

We did not speak with people about the home's quality monitoring processes during our visit on 16 September 2011. However information from the home's customer satisfaction surveys for 2011, recorded that people who use the service and their relatives were generally happy with the care and support provided. Comments included 'The staff have worked wonders on my relative and we are all extremely grateful' and 'Thank you for everything you do to ensure our relative's comfort and safety.'
